Description

The Government intends to negotiate, on a sole soure basis, a Time-and-Material acquisition with Northop Grumman Systems Corporation, California Microwave Systems for all existing US Army Information Technology Agency (USAITA) Pentagon Teleocmmunications Center, Decision Agent (DA), Enhanced Communication Gateway System (ECGS), and Communication Gateway System (CGS) products in accordance with FAR 6.302-1(a)(2). This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior on behalf of the Pentagon Telecommunications Center (PTC) in accordance with FAR Part 12. The proposed acquisition is necessary to provide system management, secuity management, maintenace, backup, restoration, and operation of both hardware and software for the DA, ECGS, and CGS to ensure that many vital US installations around the world have uninterrupted, 24/7 secure messaging service. Northrop Grumman has designed, implemented, and continues to develop the DA system. The software involved in support of the DA is wholly owned by and is proprietary to Northrop Grumman. This is not a request for competitive proposals.
