Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propos als are being requested and a written solicitation will not be issued. 2. Defense Contracting Command-Washington (DCC-W), in support of Office Information Operations Directorate within the Office of the Deputy Undersecretary of Defense for Intelligence and Warfighter Support, ODUSD(IWS)/IO, is issuing this Request for Quotes (RFQ) to support the requirement summarized below. Contract type is firm-fixed price with travel as a cost reimburseable not to exceed $65,000. The period of performance will be for 12 months from date of award. 3. The Defense Intelligence Agencys Human Factors Analysis Center (HFAC) is performing an initial, short-term program designed to fill the existing analytic gap between the analysis of key national leaders and the analysis of key systems operators. USSTR ATCOM has CoCom requirements for increased fidelity on individuals and small groups as it moves forward into the realm of IO influence campaigns and Time Sensitive Targeting. This RDT&E effort serves to satisfy USSTRATCOMs requirement by completing two cr itical tasks: (1) develop rigorous analytic processes and methods for assessing the behaviors of mid-to-low level foreign military commanders and civilian leaders both as individuals and as groups; (2) apply the results of these methods to perform dynamic simulations of the reactions of these individuals and groups to external influences. 4. The offeror shall insert it's proposed unit and extended prices in the Contract Line Item Numbers ( CLINs) in the space provided in SF1449, continutation sheet, starting with page 3 of the solicitation and sign the offer, block 30. RFQ due date is 16 Sep 05, 12 noon; EST. Failure to provide timely responses will exclude your quote from consideration. 5.
