- The Northern Region Contracting Center-Leavenworth, Mission Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. An RFP / SOW will be issued pursuant to this notice. The services / products requested are for an open so urce based assessment of the Chinese concept of comprehensive national power (CNP) and an evaluation of Chinese CNP from Chinese language source documents and subsequently to prepare a report on Russias current CNP from open source Chinese language docume nts to support the Foreign Military Studies Office (FMSO). Tasks include a description and explanation of Chinas CNP research methods, conceptual analysis, research significance, and research advancement criteria, to include an analysis of the mathematical formulas supporting the concept; an evaluation of Chinese CNP; and a case study of Russia that predicts the latters CNP based on the Chinese. All Contractor proposals submitted in response to the Request for Proposal (RFP) will be required to address all areas of their expertise listed in the requirement. The contractor personnel team shall have expertise relevant to the project as indicated in the SOW. This is a new requirement. The specific requirements of the project will be provided to qualified respondents, in a Statement of Work (SOW) issued with the Request for Proposal. The Federal Supply Classification (FSC) code for the project is B538 (Intell igence studies), NAICS code is 928110 (National Security, Army), and SIC code is 9711. The contractor shall provide management and daily oversight of their personnel in support of FMSOs requirement. All responses to this sources sought notice will be reviewed and must include brief documentation of the contractors ability to provide the required support to FMSO and GSA FSS schedule information. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. Contractors must be registered in the Central Contractor Registration at http://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All responses must be received no later than 4:00 p.m. CDT, on 9 SEP 05. All appropriately supported responses will be provided the RFP and SOW for preparation and submission of a proposal.
