- The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with TRANE CHICAGO SERVICE, of WILLOWBROOK IL, to inspect, test, service, maintain and repair one Trane Model ABTD-10C, SN # L91A00902 1000 Ton indirect fired, two stage steam absorbtion chiller and one Trane Centravac Model CVHE025, SN# L91B01094 170-ton centrifugal chiller. This equipment is located at the Edward Hines Jr., VA Hospital, Hines, Illinois. This procurement is being conducted in accordance with FAR 6.302 - only one responsible source and no other vendor will satisfy agency requirements. NAICS 811412. To the best of our knowledge, Trane Chicago Service, is the only source who employs personnel that are factory trained on this specific equipment, that are an Authorized Building Automation Service Company of the manufacture, who has access to the Trane Source Code for the custom programming and services, that are an authorized supplier of required parts and is capable of meeting a two-hour onsite response time for emergency repairs. Certification on training and experience in maintaining and overhauling the equipment is required. In addition, to the best of our knowledge, TRANE CHICAGO SERVICE, of WILLOWBROOK, Illinois is the only vendor that can provide the required services and the proprietary parts, to maintain the system, troubleshoot and properly repair our aging system. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within ten (10) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer, VAMC-GLAC, Building 5, 5000 W. National Ave. Bldg. 5, Milwaukee WI 53295 or via fax to (414) 902-5440. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with TRANE CHICAGO SERVICE, of WILLOWBROOK, Illinois.
