- The Department of Veterans Affairs Medical Center, Miami, Florida, plans to lease eight (8) BIS Anesthesia Monitoring Systems covering procedures in the OR. This procurement will be awarded as a Firm Fixed Price lease. This notice is a request for competitive quotations and is being offered as a Request For Proposal (RFP) 546-86-05. This opportunity does not contain a set-aside, this notice of intent is a request for open market competitive proposals. The North American Industry Classification Systems (NAICS) code for this Solicitation is 33911. The Contractor shall provide in accordance with all applicable federal, state and local regulations, laws and ordinances and in accordance with the specifications outlined in the solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Each offeror?s submission is evaluated according to the factors as stated on page 22 of the Solicitation under 4.3 clause 52.212-2. The Department of Veterans Affairs, Miami VAMC objective is to obtain the highest technical quality considered necessary to achieve the lease of the ?BIS Monitoring Systems? Anesthesia Department objective, with realistic and reasonable cost. Technical evaluation factors are more important than cost however, between offerors that are evaluated as tecnically equal in quality, cost will become a major consideration in selecting the successful Offeror.
