Description
Under the authority of FAR Part 6, Subparts 6.301 and 6.302,the U.S. Census Bureau intends to issue a sole source follow-on contract to SeekData, Inc. 2715 Michigan Avenue, Kissimmee, FL 34744-1551 for the continued production of Puerto Rico Master Address file updates. The contractor shall provide address file deliveries to the Geography Division in support of the U.S. Census Bureau?s Puerto Rico Community Survey (PRCS). The file deliveries must contain records representing newly constructed residential units (single-family housing, individual apts., townhouses etc.). The address information provided with a record must conform to one of the following categories: Posted house number and street name address used for mail delivery or an acceptable variations. Posted E-911 address and a mailing address (Rural Route, Highway Contract, and PO Box) Posted E-911 address Rural Route and Highway Contract address, street name, and lat/long. GPS structure coordinates. Name and GPS structure coordinates, but only in new residential developments with street networks that geographically isolate the developments from any surrounding residences. All records must be geocoded to Census Bureau defined blocks. They must be standardized and parsed and each address must have a pre-defined mailing algorithm code. Each scheduled delivery will include two files, each with the same universe of records, but in different file layouts. One layout is for a MAF Update File and the other is for a MAF Work File. Each address record must possess a unique identifier assign by the contractor. For any given delivery, the identifiers must be included in both files and never repeated in subsequent deliveries. Four file deliveries are due on six-month intervals with the first and third deliveries due on the 15th of December in 2005 and 2006, respectively. The second and fourth deliveries are due on the 15th of June in 2006 and 2007, respectively. The address records must not duplicate any records previously delivered to the U.S. Census Bureau. The Census Bureau?s expectation for the number of new address records is approximately 13,000 addresses in the first delivery and 6,500 addresses in each of the remaining three deliveries. During the term of the contract the contractor may be required to perform off-site processing of address records classified as Title 13 Census Confidential Data. SeekData?s off-site facility currently meets all requirements necessary for full accreditation for a Census IT system. It is USCB belief that SeekData's previous experience and exisiting infrastructure would mitigate risk of substaintial duplication of cost and unacceptable delays in fulfilling the agency's requirements for file deliveries. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau's needs. The contractor should demonstrate its ability to bring their physical site and computing environment into Title 13 compliance at the time off-site processing is required Detailed capabilities must be received at the U.S. Census Bureau by COB, September 9, 2005. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of information received in response to this notice, but the information will be used to determine if acomparable sources are available. If no affirmative written response is received by COB September 9, 2005, a contract may be issued to SeekData, Inc without further notice.
