Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration, (NOAA), National Marine Fisheries Service (NMFS), Office of Habitat Conservation, Restoration Center (F/HC3) located in Silver Spring, Maryland intends to establish a fixed price purchase order for a Human Dimensions Survey (HD Survey) for the Community-based Restoration Program?s impact on stewardship with Restore America?s Estuaries (RAE), a non-profit organization based on the following reasons: 1) The work is designated as an integral assessment of the Restoration Center?s ability to achieve its mission and RAE is a partner in the Center?s Community-based Restoration Program; 2) RAE understands the Center?s mission, and maintains multiple relationships with community-based habitat restoration organizations around the country; 3) RAE is familiar with social scientists who participated in a NOAA-led workshop to assess human dimensions of habitat restoration (April 2004); 4) RAE previously participated under contract in planning, conducting, and evaluating 2nd National Conference on Coastal and Estuarine Habitat Restoration. The anticipated purchase order will have a duration of one year. Performance period will commence on or about 30 September 2005. The HD Survey project measures the Restoration Center?s Community-based Restoration Program?s impact on stewardship. The survey project is designed to assist the Restoration Center in 1) achieving its goal of fostering environmental stewardship; and, 2) meeting the requirements of the 2000 Estuary Restoration Act (ERA). The project is also intended to supply baseline information to the Habitat Protection Division for development and implementation of their community-based habitat protection program. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the Government. Proposals can be faxed to Pam Stichweh at (816) 426-5067. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to the notice shall be evaluated based on the following criteria: 1) ability to develop a detailed action plan for working with practitioners and human dimensions researchers to develop a survey tool; 2) access to local partners through which to implement the survey tool; 3) ability to review and analyze results; 4) compilation of results; and, 4) presentation of results. The applicable NAICS code is 541990. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
