Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFK-5-492mac is being issued as a Request for Quotation. This acquisition is being solicited under full and open competition using simplified acquisition procedures. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Regulatory Services Division has a requirement to host a Joint Meeting, the 2005 Orientation for Regional Fishery Management Council Members (RFMCs), and the Council Chairs and Executive Directors Meeting (CCED) and requires a meeting facility in Washington, D.C. October 24 - 26, 2005. This solicitation is for the services of a conference and meeting facility to provide an inclusive Government Meeting Package (lodging rooms, meeting rooms, and audiovisual equipment that will accommodate approximately 100-125 attendees for the meetings. A block of approximately fifty (50) sleeping rooms, single occupancy will be needed for three nights at the Federal Government per diem rate or as close to per diem as possible, beginning October 23, 2005 and ending October 25, 2005 and a block of twenty-five (25) sleeping rooms, single occupancy for one night October 26, 2005. The conference and meeting facility must provide accessible facilities under the Americans for Disabilities Act, and must be FEMA approved and must meet the following requirements: 1) Availability of conference and meeting facilities on the specified dates of October 24 through October 26, 2005; i) Accommodate meeting room facilities for 100 -125, classroom style, w/theatre style seating on each side in back 20/20 for October 24, 2005, ii) Accommodate meeting room facilities for 50-75 participants, classroom style, w/theatre style seating on each side in back 20/20 for October 25 & 26, 2005, iii)Accommodate meeting room facilities for 50-75 participants, u-shaped, w 40 chairs along the back of room, iv) table with chairs outside meeting room(s) October 24 ? 26, 2005, iv) auxiliary room photocopying, faxing, and computer equipment, or an accessible resource near the hotel, v) light refreshments(An administrative determination is on file.) for morning and afternoon for 100-125 participants October 24, 2005 for Joint Meeting, for 50-75 participants October 25 & 26, 2005 for 2005 Orientation for RFMCs, and for 50-75 participants October 25 & 26, 2005 for CCED Meeting. 2) Location of the facility must be in Washington, D.C; 3) Provide audio visual services and support for October 24-26, 2005, for all meetings. The evaluation factors for this requirement are: 1) Location ? facility must be located in Washington D.C.; 2) Technical Approach ?the likelihood of effectively meeting the requirements; 3)Past Performance ? Experience with large government training conferences; and 4) Price ? Inclusive of Government Meeting Package. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-4. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items ? The Government plans to award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be the most advantageous to the Government, price and other factors considered. The following additional FAR clauses are applicable to this acquisition: FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items ? Offerors must provide a completed online copy of Offeror Representations and Certifications (see registration at www.bpn.gov) along with the offer; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Other then Central Contractor Registration; 52.232-39, Submission of Electronic Funds Transfer Information with Offer; 52.249-2, Termination for Convenience of the Government (Fixed Price)(Short Form).
