Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested Contractors may submit a quotation.*** *** The National Institute of Standards and Technology is seeking to purchase One (1) Charged-Coupled Device (CCD) Camera as an attachment to an exisiting C-mount tube microscope and One (1) Long working distance 10X objective lens. ***All interested Contractor?s shall provide a quote for the following: Line Item 0001: Quantity One (1) CCD Camera, which shall meet required equipment specifications: HIGH SPEED CAMERA SPECIFICATIONS: (1) Exposure Sensitivity: Must be 4800 or higher ISO/ASA monochrome; (2) Exposure Control: Must be Automatic and manual, (3) Sensor: Must be at least 512 x 512 pixels, 10 bit or higher, monochrome; (4) Frame Rate: Must be 2100/s or higher at full 512 x 512 pixel array and higher frame rates at incrementally selectable, smaller pixel array sizes centered at the sensor midpoint, for example 7407 fps at 256 x 256 pixels, 20,408 fps at 160 x 120 pixels and 90,000 fps at 32 x 32 pixels; (5) Exposure Time: Variable must be (independent of frame rate) to 10 microseconds or less; (6) Triggered Recording: Must have continuously variable pre/post triggered recording; (7) Image Display: Must be able to continuous and snap-shot; (8) Camera PC Interface: Must have Gigabit ethernet, 10/100 ethernet, and RS232 serial interface; (9) Preview and Focusing: Must have via computer monitor or continuous video-out; (10) Microscope Mount: Must have standard C-mount; (11) Inputs/Outputs (Via integrated connector): Must have an external trigger on rising or falling TTL pulse or switch closer, image sync on TTL pulse, event marker on TTL pulse or switch closure, ready signal by TTL pulse, lock, and variable phase shift, video-out (NTSC, PAL, and Serial Digital Video); (12) Memory: Must be at least 256 MB to record a minimum of 1024 images, upgradeable to a minimum of 2048 MB; (13) Software: Must work with Windows 2000 and XP compatible; (14) Required Software Features for Acquisition: Must have image capture, time annotation, field-of-view and focus, sample rate and aspect ration selection, shutter speed select ion, exposure histogram, brightness and contrast adjustment, trigger mode selection, continuous record, setup save and recall; (15) Required Software Features for Analytical Playback: Must have immediate playback of video record, variable playback speeds in forward and reverse including freeze frame and endless loop, random go-to-image, view single images at random from any video record, tile/cascade multiple images on one screen, timing data displayed with each image, video editor; (16) Required Software Features For Measurements: Must have linear and angular measurements, displacement, velocity, rpm, up to 100 data points per image in English or metric units, generation of report files; (17) Required Software Features For Image Processing: Must be smooth, sharpen, pseudocolor, negative image, edge detection, brightness adjust, contrast adjust, gamma adjust, 3 x 3 and 5 x 5 filter matrix for image processing; (18) Required Software Features For File Management: Must be able to organize, save, compress and export video records or single images, file formats compatible with common word processing and presentation software. Line Item 0002: Quantity One (1), 10X Objective Lens, which shall meet the following required equipment specifications: Specification: (1) Must be a long working distance 10X objective lens for attachment to a tube microscope of the type designed for use of Mitutoyo long working distance lenses; (2) Must be infinity-corrected, long working distance, and brightfield; (3) Must have a 10X magnification; (4) Working distance must be 33.5mm or greater; (5) The numerical aperture must be .028 or greater; (6) The mounting threads must be 26 mm by 0.706mm pitch (36 threads per inch); and (7) It must be able to make corrections in the visible region and plan apochromatic area. ***The Contractor shall state the warranty coverage provided for the instrumentation. *** ***Delivery shall be provided no later than 8 weeks after receipt of an order and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** *** Award shall be made to the lowest priced, technically acceptable quoter. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor and 2) Price. Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include product literature, which addresses all specifications & clearly documents that the product offered meets the minimum required specifications as identified herein. *** ***Evaluation of Technical Capability shall be based on the information provided in the quotation.
