Description
(i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will NOT be issued. This combined synopsis/solicitation will result in a firm fixed price purchase order. Simplified procurement procedures will be used per Federal Acquisition Regulation (FAR) Part 13. (ii) This combined synopsis/solicitation, APISR6TX-0038-5, is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-05. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text (iv) The NAICS code is 441110 and size standard is $24.5 million. (v) This combined synopsis/solicitation contains four contract line item numbers (CLIN) which shall be not to exceed amounts: CLIN 0001, for the purchase of 7 four-wheel drive three-door coupe vehicles; CLIN 0002, Option to purchase up to 3 four-wheel drive three-door coupe vehicles; CLIN 0003, for the delivery Free ?On-Board (FOB) destination Bogot?, Colombia, of 7 four-wheel drive three-door coupe vehicles; CLIN 0004, Option to deliver up to 3 four-wheel drive three-door coupe vehicles Free ?On-Board (FOB) destination Bogot?, Colombia. Note to offerors: Offeror to provide pricing on up to 10 four-wheel drive three-door coupe vehicles in accordance with section (vi) of this combined synopsis. (vi) The minimum requirements/specifications of the four-wheel drive three-door coupe vehicles are as follows: (a) shall be brand new; (b) shall be a three door coupe; (c) shall be equipped with four-wheel drive; (d) shall have a 1.6 liter engine; (d) shall have 95 horse power; (e) shall have a hard cabin; (f) shall be equipped to carry four passengers; (g) shall have manual transmission; (h) shall have air conditioning; (h) shall have power steering; (i) shall have disk brakes and (j) shall have radio AM/FM/CD. Each quote at a minimum must meet the technical specifications in order to be technically acceptable. (vii) Deliverables and acceptance of deliverables will be FOB destination, Bogot?, Colombia. The Agency has restricted the purchase of this vehicle to the Country of Colombia, and within a 25 mile radius of the FOB Destination point. The estimated completion date for this requirement is December of 2005. (viii) The following FAR provisions and clauses are incorporated by reference and can be found in full text at www.arnet.gov/far: 52.212-1 Instructions to Offerors - Commercial Items. (ix) 52.212-2 Evaluation--Commercial Items; where the following text shall be added to paragraph (a) of the provision: (Trade Off). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: seating capacity, power steering, cabin amenities, safety features, warranty, maintenance service/agreements, and delivery time. Non price related factors, i.e. technical capabilities, delivery time and maintenance/service agreements, are significantly more important than price. Additional guidance on price is provided under 52.212-1 section (g). (x) Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quote. (xi) 52.212-4, Contract Terms and Conditions?Commercial Items applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
