Description
Please note this procurement is for PRODUCT ONLY; NO TRANSPORTATION SERVICES ARE SOLICITED at this time. Bulk fuel requirement for DF2 and MUM for Camp Cedar II, Iraq. Diesel Fuel #2 (DF2), 76,650,000 USG (210,000 USG/ day), NSN: 9140-00-286-5294; and Gasoline, Auto, Regular, 87 Auto (MUR), 18,250,000 USG (50,000 USG/day), NSN: 9130-01-272-0983. Delivery Period is from January 1, 2006 through December 31, 2006 plus a single six-month option period running from January 1, 2007 through June 30, 2007. Option period quantity is 38,325,000 USG (210,000 USG/day) for DF2 and 9,125,000 USG (50,000 USG/day) for MUR. Under the authority of FAR 6.302, this requirement has been identified for non-competitive contract action. DESC intends to enter into a contractual arrangement with Kuwait Petroleum Corporation (KPC) as the requirement is expected to be served from Kuwait and local jurisdiction mandates that product must be sourced from KPC. Other interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement (Note #22).
