Description
CONTRACTING OFFICE ADDRESS: National Aeronautics and Space Administration (NASA) Goddard Space Flight Center, Greenbelt, MD 20771. INTRODUCTION: NASA is currently compiling an integrated portfolio to represent the state of U.S. technology in the area of spacecraft formation flying. In order to confine the scope of this call, it will cover only unique capabilities to enable spacecraft formation flying in the specific categories defined in Appendix A. The portfolio will be export-controlled and may include supplements with proprietary or classified protections. The means of collection will be through secure electronic submission of standard format data sheets, following the formats in Appendix B and possible short presentation at a workshop in a proprietary or non-proprietary setting, to be defined at a later date. The workshop will be open only to U.S. Government civil servants and members of the presenting organization. It is anticipated that all submitted data sheets representing technologies at technology readiness level (TRL) 2 or above will be included in the collection, provided that submission requirements are met. However, due to time constraints, it is possible that only a subset of those who request to present orally will be selected to present, based on current requirements, maturity, and credibility. Please carefully review Appendix A for the appropriate submission area, if there is more than one for a system-level technology area, then please select the best fit area. We anticipate the following categories of submission: 1. Export controlled and/or proprietary data, unclassified 2. Unrestricted, unlimited distribution data, unclassified 3. Data classified SECRET, collateral 4. Data classified TOP SECRET, collateral 5. Data classified SCI Be certain that your charts are appropriately marked with any and all appropriate distribution restrictions. For categories 1 & 2, follow the link https://submissionsite.nasa.gov to submit. For category 5, please contact Dr. Leitner at 301-286-2630 (unclassified) or via email to the address provided above to arrange submission through appropriate channels. For further information or clarification on any element of this RFI, please contact Dr. Leitner via the information provided above. Submissions will be accepted until September 30, 2005, 5 pm EST. SUMMARY: With this RFI, NASA is requesting community participation in a U.S.-wide spacecraft formation flying technology portfolio generation. No procurement is planned as a result of this RFI, although responses may be considered in formulating NASA?s future strategic investments and other decisions. It is emphasized that the requested information is for preliminary planning purposes only and does not constitute a commitment, explicit or implied, that the Government will solicit any related procurement from responders or any other groups or individuals in the future. The Government will not be responsible for any costs incurred by respondents in furnishing the requested information. NO AWARDS WILL BE GRANTED AS A DIRECT RESULT OF THIS RFI. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet.
