Description
The National Vehicle and Fuels Emission Laboratory (NVFEL) of the U.S. Environmental Protection Agency (EPA) in Ann Arbor, Michigan has a requirement Engine Failure Mode Evaluation, Engine Dynamometer Aging and Emission Testing of Nonhandheld Spark Ignited Class I and Class II Engines. The object of this requirement is 1) Engine failure mode evaluation by simulating partial or complete failure of ignition system components, rich operation and the effects of high-inertia engine shutdown; 2) Dynamometer engine aging shall be conducted on up to three (3) Class I and/or Class II lawn tractor engines with catalyst technology; 3) Approximately forty-eight (48) Emission Tests will be required using steady-state EPA A-cycle procedures on Class I or Class II agency provided engines per Title 40 CFR 90. Emissions Testing will include Gaseous and PM emissions sampling and measurement and shall be conducted per the provisions contained within Title 40 CFR 1065. Gaseous emissions shall be measured according to the provisions of 40 CFR 1065. PM emissions shall be measured according to the provisions of 40 CFR 1065 or, alternatively, according to the 2007 heavy-duty engine procedures as per 40 CFR 86 subpart N-2007. Test cell humidity during emissions testing shall be 50-75 grains of water per pound-mass of dry air. Test cycle and emissions measurement procedure may be found on the world-wide-web using the following URLs: http://www.access.gpo.gov/nara/cfr/waisidx 04/40cfr90 04.html http://www.access.gpo.gov/nara/cfr/waisidx 04/40cfr1065 04.html There will also be options for additional similar testing for: 1) Up to three (3) Class I and/or Class II engine dynamometer testing 2) Up to approximately forty-eight (48) Emission Tests on Class I and Class II engines. The contractor shall 1) provide the EPA with access to the engines while being tested for Engine Failure Mode Evaluation to collect infrared thermal image data at each tested condition, and 2) be responsible for returning the lawn mower equipment to the EPA?s NVFEL in Ann Arbor, Michigan. Weekly progress reports shall be made via conference calls and e-mails. The weekly progress reports shall include, but not be limited to, the percentage of the level of effort expended, percent of the task completed to date, and summary of any problems encountered. Offerors will be required to submit with their proposals a copy of a combined Quality Management Plan/Quality Assurance Project Plan, called a Quality Management Project Plan (QMPP), which will include 1) a description of an organization?s quality system, to include its systematic approach to quality assurance, and 2) the necessary Quality Assurance procedures, quality control (QC) activities, and other technical activities that will be implemented for this specific project. The North American Industry Classification Code (NAICS) is 541990, size standard of $6 Million. The requirement is a 100% set-a-side for small business concerns. Award will be made on a Best Value basis, considering price and non-price factors. The Government anticipates award of a Firm-Fixed Price type contract.
