Description
The purpose of this sources sought synopsis is a market survey to determine the existence of sources for the contract effort to support the US Army Space and Missile Defense Command, Environmental Division in the areas of preparing National Environme ntal Policy Act (NEPA) documentation and performing Comprehensive Environmental Response Compensation and Liability Act (CERCLA) investigations and remediations. The objective of this acquisition is to acquire services that will facilitate the planning an d execution of an integrated program to satisfy siting, environmental documentation, associated with Department of Defense weapons system acquisition, and as described by DoD Directive 5000.1, Defense Acquisition. A second objective is to obtain install ation level environmental investigations, remediation, and oversight at existing SMDC facilities. Both of these objectives may result in plans, studies, reports and workplans that will be reviewed and accepted by the government. The areas where this wor k may be performed include but are not limited to U.S. Army Kwajalein Atoll (USAKA), the High Energy Laser Systems Test Facility (HELSTF) New Mexico, the Stanley R. Mickelsen Safeguard Complex (SRMSC) North Dakota, Fort Greely Alaska, as well as other dive rse locations throughout the world that may support SMDC, Department of Army, or Department of Defense programs. More specifically, the areas of work include all programs addressed in 32 CFR Part 651, AR 200-1, and the environmental considerations set for th in AR 200-2. The contractor shall prepare NEPA documentation (such as Environmental Impact Statements, Environmental Assessments, Records of Environmental Consideration) to analyze the effects of proposed actions by SMDC or its customers. The contract or shall also prepare workplans, conduct investigations, prepare remedial action plans, conduct remediations, and prepare associated reports and documents to clean up contaminated sites under CERCLA, the Resource Conservation and Recovery Act (RCRA), and/o r equivalent State or foreign country regulations. The contractor shall be able to perform actions at the SECRET classification level. The North American Industrial Classification System (NAICS) code for this acquisition is 541710 with a small business s ize standard of 1,000 employees. Small businesses may team together and be eligible for award. Written qualifications should include the following information: size of company (i.e., small business, 8(a), small disadvantaged business, HUBZone, service d isabled veteran owned small business), number of employees, relevant past performance on same/similar work and your company/team capability to do this type work. Documentation and technical expertise must be presented in sufficient detail for the Governme nt to determine that your company/team possess the necessary functional area expertise and experience to compete for this acquisition.
