Description
This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is an RFQ and the solicitation number is W15QKN-05-T-0154. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005- 05. All referenced FAR and DFAR clauses can be found at the following website: http://farsite.hill.af.mil/. Referenced Local Clauses can be found at: http://procnet.pica.army.mil/Reference/Clauses/ClausesFrameset.htm The U.S. Army TACOM-Picatinny intends to award a purchase order for line item 0001, a quantity of 1 (one) Thermal Imager with the following: Thermal Imager spectral range from 8-12 micron. Small deviation in bandpass is allowed (+/- 1 micron). Target Illumination Auto focus Normal temperature operating range of at least -40??C to 900??C High temperature option of at least 1200??C Visible light camera capability Built in field of view no greater than 22?? Thermal sensitivity not to exceed 0.05K at 30??C Associated software Telephoto lens to decrease Field of View to no greater than 5.8??. The lens must be attached to the camera using a threaded based system. Warranty ??? The contractor shall extend all warranties identical to those offered to the general public in customary commercial practices. Period of Performance ??? Delivery shall be made one (1) month from the date of award to John Kunkel, US Army ARDEC AMSRD-AAR-AAE-E, Building 21, Picatinny Arsenal, NJ 07806. The FOB point and acceptance shall be destination. No DOT Markings are required. The contractor shall use standard practices for commerical shipping. Items shall be packed and shipped in accordance with commercial requirements. The provision at FAR 52.212-1, Instructions to Offeror???s ??? Commercial, applies to this acquisition. Included within this provision shall be the following addendum: 52.215-20 Requirements for Cost or Pricing Data or Information Other Than Cost or Pricing Data 52.212-2 Evaluation???Commercial Items. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical and price SEE THE FOLLOWING ADDENDUM TO FAR 52-212-2 FOR FURTHER DETAIL ON THE EVALUATION CRITERIA. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer???s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. ADDENDUM TO FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS TECHNICAL REQUIREMENTS a. The offeror shall provide documentation and/or a technical explanation showing that the item meets or has the capability of meeting the requirements listed below. Requirements for the 8-12 Thermal Imager: 1. Thermal Imager must be at least 8-12 Micron 2. Auto Focus 3. Normal temperature operating range of at least -40?? C to 900?? C 4. High temperature option of at least 1200??C 5. Visible light camera capability 6. Built in field of view no greater than 22?? 7. Thermal sensitivity of at least 0.06K at 30?? 8. Telephoto lens to decrease Field of View to at least 5.8?? Offeror???s shall submit product literature and /or brochures that demonstrate that the imager meets the above requirements. PRICE a. The offeror???s price per the SF1449, Schedule of Supplies/Services. AWARD EVALUATION Careful, complete and impartial consideration will be given to the evaluation of all quotes received in response to the Request for Quote (RFQ) and the evaluation will be applied in the same manner. Factors against which quotes will be evaluated (TechnicalArea, and Price) are set forth in Evaluation Factors. EVALUATION OF QUOTES ???. The following evaluations approach will be used: MET/NOT MET RATING: The technical area will be evaluated based on whether or not the offeror???s quote meets or does not meet the technical requirements as set forth in Section above. The offeror will be assigned an adjectival rating of Met, or a Not Met rating along with a narrative description of the findings. MET ??? The rating of Met means the offeror???s Quote meets all of the evaluation factors as listed above NOT MET ??? The offeror???s Quote does not meet the minimum solicitation requirements of Section 1.3 and contains major deficiencies or omissions, whereby discussions with the offeror could not reasonably be expected to cure the deficiencies or omissions. NOTE: No additional credit or consideration will be given if the offeror exceeds a technical requirement. The price quote will be evaluated as set forth below. BASIS FOR AWARD Basis for Award: Award will be made to the responsible offeror who provides an acceptable item which meets the technical requirements and represents the lowest evaluated price to the Government. EVALUATION FACTORS Evaluation of quotes will be based on the following factors: a. Technical Area ??? All requirements listed above. b. Price ??? Evaluated price includes the overall price of the camera, lens and associated software. Offeror???s shall include a completed copy of the provision at FAR 52.212-3. ALT I, Offeror Representations and Certifications ??? Commercial Items Alternate I, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions ??? Commercial Items, applies to this acquisition.
