Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4814-05-A0038 and is a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2001-13. This procurement is set-aside 100% for small business and falls under North American Industry Classification System (NAICS) classification 611710 (size standard $6,000,000.00). The Government intends to issue a Blanket Purchase Agreement (BPA) for the following: 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned. 2. PERIOD OF PERFORMANCE: Agreement start date is 1 Oct 05 through 30 Sep 06. With the opportunity to extend for concurrent years 3. QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college or university is required. Masters degree and/or 15-30 semesters hours in counseling, secondary education or a related discipline is preferred. Excellent customer service skill and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is preferred. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility with WINDOWS NT, Microsoft Word, PowerPoint, Excel and Access is preferred. Resumes and transcripts shall be submitted with bid packages to the base contracting office. 4. WORK HOURS/DAYS: The government will determine the number of units to provide the services identified in this Statement of Work and will notify the contractor with the intended schedule no later than 24 hours prior to the designated work unit. Normally a minimum of FIVE units will be worked per week. Units will not be worked on federal holidays or when the office is closed or outside the normal work hours of 0730-1630 M-F. Occasionally, at the request of the Chief, Education Services Flight (CESF) /or designee, two units may be scheduled in the same workday (0800-1200 hrs and 1230-1630 hrs). It is estimated that five (5) units will be required per week and that each unit will require 4 hours. Individual units may be scheduled to cover the designated lunch period, 1100-1300, Monday through Friday. Exact days and times of services may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs. 5. GUIDELINES: All tasks shall be accomplished in accordance with AFI-36-2306 and all other pertinent Air Force, Air Mobility Command, DANTES and local command policies and publications. Contractor will have read AFI-36-2306 and will become thoroughly familiar with the CCAF Handbook and Counselors Guide, as well as all on base schools and degree programs, preferably prior to but no later than the first week of employment. The AFIs will be made available upon request (available through on-line reference material. The handbook, guide and school catalogs are available in the Education Services Office. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract. SPECIFIC TASKS: a. Advises active duty AF personnel on all programs available through voluntary off-duty education, the Community College of the Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), AF Institute of Advanced Distributive Learning (AFIADL), officer accession programs and other educational support programs as required. Keeps the education personnel current on all program and catalog changes and advises affected students promptly. b. Advises AF personnel of Professional Military Education (SNCOA, SOS, AFIT, ACSC, AWC) programs available for enlisted personnel and officers by correspondence, in residence or seminar format and assists them in registering for appropriate programs. c. Provides information and required forms to prospective applicants of specialized AF programs to include (but not necessarily limited to): Operation Bootstrap Permissive/Non-permissive TDY, AECP, LEAD, SOAR, AFROTC/ASCP, and OTS. Performs preliminary check for accuracy and completion of application package. The contractor will assist applicants with determination of their grade point average (GPA) requirement according to specific program guidelines. Refers applicants to education counselor for final check of package prior to mailing. d. Provides information regarding Air Force tuition assistance, VA education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel. Assists students with completion of all applicable forms/applications. Processes AF TA forms via the AFAEMS software program. e. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals. f. Must be thoroughly familiar with the DANTES test program and advises students of DANTES tests that are applicable to their programs of study. Administers and interprets pre-tests and non-timed interest and placement tests as appropriate to the individual counseling process. g. Assists AF students in changing education level codes by preparing appropriate correspondence, forms, and academic documentation required to update individual AF personnel records with their current educational status. After document verification by an ESC or designee, forwards information to the appropriate agency via mail, fax, or computer, as available. h. Conducts follow-up activities (phone calls, mail-outs, emails) to ensure individual student educational objectives are being met. i. Responsible for preparing all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the Chief, Education Services Flight and assists with reports and other administrative tasks as requested. j. Plans and executes semiannual CCAF graduation ceremonies. Provides ESO with detailed timeline of graduation-related activities at least 3 months in advance of graduation dates. Provides weekly updates via email up to the day of the ceremony. Performs administrative follow-up including thank you letters and an after-action report. k. Maintains a by-name and date record showing advisement or counseling sessions conducted and submits in person to the CESF at the Education Center, along with the invoice at the end of each month. l. Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records. m. Helps out at the front desk with walk-in and phone customers as needed. n. Assist with publishing a periodic Education newsletter, updating Education Center handouts as needed, and maintaining the local EDUCATION SERVICES OFFICE/DPE web site. o. Assists with annual recruitment campaigns for ACSC and AWC on base seminars. Assist the EDUCATION SERVICES OFFICE with the necessary logistics (classrooms, material support, etc) to conduct the on base seminars. p. Assists with accounting spreadsheet entries, TA form verifications, monthly metrics, publicity materials, survey collection and compilation, filing and other program-related administrative work as needed. TERMINATION: Contract may be terminated in accordance the termination clauses contained within the contract. Service shall be performed at the MacDill AFB Education Center 8102 Condor Street Bldg 252 Education and Training Flight Agreement will start 1 OCT 05 (based on the availability of funds0. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. The following addenda is provided to this provision: Request for Quotation should be submitted and shall contain the following information: SOLICITATION NUMBER; NAME; ADDRESS; TELEPHONE NUMBER OF OFFEROR; PRICE, ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS. Quotes must indicate quantity, unit price and total amount. Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration. EVALUATION/AWARD: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award this BPA to the offeror whose qualifications and price are the best value to the government.
