Description
The U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), Office of Education and Sustainable Development (OESD), is tasked with developing a comprehensive education program as part of NOAA?s overall strategic plan. This task requires an assessment of the integration of ocean and atmospheric science into the K-12 curricula. OESD intends to negotiate with Technical Education Research Centers, Inc. (TERC) on a sole source basis. This requirement is being advertised under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1 citing 10 U.S.C. 2304 (c)(1) or 41 U.S.C. 253(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The Contractor shall be required to provide the Office of Education and Sustainable Development (OESD), with an assessment of the integration of Ocean and Atmospheric Science into Student Learning in accordance with the Statement of Work. Scope of Work: TERC shall evaluate ocean and atmospheric science in K-12 curricula. TERC shall undertake a series of activities that shall assist OESD in evaluating the inclusion of ocean and atmospheric science in K-12 curricula, and identify programs which may benefit from NOAA assistance. These activities shall include: a. In phase one (?research?), TERC shall study the K-12 science curricula in all fifty states, looking explicitly at how oceans and atmospheres are included. TERC shall create two products during phase one ? a printed report and a web site. b. In phase two (?support for reform?), TERC shall begin with a ?gap analysis?. In reviewing the 50 state curricula, TERC shall look for curricula that might benefit from advice and support. The products of phase two are the gap analysis report, and a report on input provided and change status in each of the targeted states. Currently, NOAA does not possess internal capacity to perform such a task. Successful completion of this effort requires demonstrated understanding of Earth System Science education, a working knowledge of state curricula and science education standards, and a demonstrated ability to understand and affect education policy at the local and state levels. TERC is uniquely qualified for this requirement Infusing NOAA-relevant ocean and atmospheric science content in the science curricula and standardized testing of different states is critical for the successful implementation of the NOAA Education Plan, and has been identified as a priority by the NOAA Education Council. First steps for accomplishing this are to determine the current level of inclusion of such content in all fifty states and to identify and focus resources on the best candidate states for affecting systemic change. The Technical Education and Research Centers, Inc. is uniquely positioned to carry out these evaluations as an educational non-profit with a combination of expertise in Earth science education and policy reform. TERC is highly regarded for its innovative work in science, math and technology education. TERC?s Center for Earth and Space Science Education has 27 staff, including Earth scientists, educators, cognitive psychologists, technology specialists and policy reform experts, working on over a dozen leading-edge projects in Earth and space science education. TERC has had numerous NSF and NASA funded projects. Of greatest relevance to this NOAA initiative, was the National Conference on the Revolution in Earth and Space Science Education, and the State Alliances for Earth Science Education in which five state-based teams are reviewing and refining their local Earth science curricula. Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing an affirmative administrative response demonstrating their technical capabilities which shall be considered by the Agency. This response must be received no later than close of business on September 15, 2005. In your response you must address each of the items described in the Statement of Work in sufficient detail to permit Agency analysis to establish a bona fide capacity to meet the requirement. Failure to submit documentation will result in the Agency proceeding as stated above. A determination by the Agency not to open competition is solely within the discretion of the Agency.
