Description
This is a notice of intent to negotiate with Calspan Corporation (formerly, General Dynamics/Advanced Information Engineering Services, Inc.) on an other than full and open competition basis for engineering flight test and maintenance support services of the Variable Stability System (VSS) installed in SH-60B helicopters under Request for Quotes N00421-05-T-0210. Calspan Corporation designed, fabricated, and installed the VSS under separate contract. The VSS is an integral part of the USNTPS Rotary Wing Flight Mechanics flight syllabus. It is a complex system still undergoing development at the USNTPS and it is necessary to have the original equipment manufacturer (that is, Calspan) be available to update, modify, and maintain the VSS. This support includes updating and improving system software (including complete ground checkout of the system following software modifications), recalibration of system analog components, incorporating hardware improvements initiated from deficiencies identified during development, and troubleshooting anomolies discovered during development testing. THIS IS NOT A REQUEST FOR PROPOSALS. This requirement supports the United States Naval Test Pilot School (USNTPS) onboard the Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland. It is anticipated a purchase order priced on a time-and-materials basis will be awarded for this effort. Award of this requirement is anticipated on or before 30 September 2005 to ensure no break in services occurs upon expiration of current Purchase Order N00421-05-P-0021. This requirement is being procured under statutory authority permitting other than full and open competition, 10 USC Section 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Responses to this notice must be made within fifteen (15) days after this notice is electronically posted and should include the company name, point of contact, address, telephone number (including area code), telecopy number, electronic mail (e-mail) address of the point of contact, and company literature sufficient to determine the firm?s capability to perform this effort. Consideration of responses is solely within the discretion of the Government, generally for purposes of determining whether to conduct a competitive procurement.
