Description
The Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC), of the New Mexico VA Health Care System (NMVAHCS), 2401 Centre Avenue SE, Albuquerque NM 87106 is planning to negotiate a sole source contract from Patterson-Kelly (a small business), for a Model P-K MVP 50 Blending System with a High Speed Intensifier Bar. This system is a combination of a blender drive system to which is attached blending vessels onto a single drive shaft. It also include an A 3 cubic feet volume vessel and an Installation/Operational Protocol. The drive system is mounted on casters for easy transportability. The system is fully capable of wash-down operations. The metal parts are 304 stainless steel, for non-product contact parts, and are 316 stainless steel for product contact parts. The design, construction and parts all meet current Good Manufacturing Practice (cGMP) stipulations. Patterson-Kelly is the sole manufacturer and provider of the Model P-K MVP 50 Blending System with a High Speed Intensifier Bar. Since Patterson-Kelly is the manufacturer of this system they are the owner of the diagrams, manuals, proprietary parts, specifications and most importantly the validation protocols and as such the only company capable of offering this system. This is considered to be sole source because the electronic control system operates via an operator interface and can be expanded to allow interfacing with other CSPCRPCC devices and databases. The combination of the unique multiple vessel accommodation and the mobility of the whole system are essential to operations of this facility because it allows CSPCRPCC to manufacturer a wide variety of drug products and produce a wide range of batch sizes for future research projects. It has been determined that this system is the only one on the market that meets this facility?s needs. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This notice of intent is NOT a request for competitive proposals. Parties may identify their interest to the Contracting Officer no later than 1400 Mountain Standard Time, September 7, 2005. A determination by the Government not to compete the action based on responses is solely within the Government?s discretion. Information received will be for the purpose of determining whether or not to conduct a competitive proposal. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of NMVAHCS.
