- Request For Proposals for Transcripts of Congressional Hearings The Office of International Information Programs (IIP/G/IR) of the U.S. Department of State assists IIP generally and the 174 overseas American Information Resource Centers (libraries) by acquiring a variety of online information resources for its use. The U.S. Department of State (DOS) proposes to contract for same day English-language transcripts of Congressional hearings (all committees), as well as briefings by officials at the White House, Defense, State, and Justice Departments, Presidential statements, and as wide a range as possible of other speeches, statements, and press conferences by high level USG officials. In addition, the DOS requires broad coverage and similar transcripts for foreign parliamentary hearings, media interviews, and press conferences with prominent foreign government officials on matters of foreign policy concern to the U.S, government. These services will be made available on line by the contractor, via a web-based system, to IIP and IRC offices. SECURITY REQUIREMENTS: The nature of the work is unclassified. PLACE OF PERFORMANCE: The required transcripts and other materials shall be accessible on line by the various Washington, DC and overseas locations. PERIOD OF PERFORMANCE is one base calendar year from the date of award with the option to extend up to four years. HOW TO RESPOND: Offerors must submit a proposal separated into two parts; a Capabilities Statement/Technical Proposal and a separate Cost/Price business proposal. Capabilities Statement: Offerors must demonstrate that they are qualified to perform the work by providing a Capabilities Statement detailing this ability to: 1) provide transcripts of all hearings of Congressional committees and subcommittees, 2) provide transcripts of all White House, Defense, State, Justice and other cabinet department press briefings and official statements, 3) provide same day transcripts of the hearing, press conference, statements and other significant events related to the noted branches of government, 4) respond 24-hours a day to requests from all American Information Centers worldwide. TECHNICAL PROPOSAL: The technical proposal must address how the offeror plans to provide the required services. Include the coverage of resources in terms of how many committee hearings and other sources of transcripts are included in the service, availability, and any necessary training. COST/PRICE PROPOSAL: Cost/Price Proposal must be separated from the Capabilities/Technical Proposal. Include cost/price information for one base year with the option to extend up to four years. EVALUATION OF PROPOSALS: A technical evaluation panel will evaluate each Offeror?s Capabilities Statement/Technical Proposal separately from price proposal evaluation. The contracting officer will evaluate Price/Cost proposals. Each Capabilities Statement/Technical Proposal will be evaluated according to the following evaluation factors which are approximately equal in importance and which, taken together, are considered approximately as important as the prices of the cost/price proposal: 1) Offeror?s approach to providing the services required, 2) prior work of this nature within the last three years including specific references (provide contract number and project description, period of performance, dollar amount, client identification with the point of contact and their telephone number. Provide no more than three references. 3) Key personnel and organization experience in providing transcripts services of this nature. CONTRACT AWARD: Contract award will be made to the responsible offeror whose offer, in conformance with this request for proposal, provides the best overall value to the Government. Proposals must be received by 3:00 p.m. EDT on Thursday, September 15, 2005 by e-mail at whitesr@state.gov. Questions about our Request for Proposals and this announcement will be accepted by e-mail at whitesr@state.gov until Friday, August 26, 2005 at 1:00 p.m. EDT.
