Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Metabolism Branch (MB) plans to enter into a sole source procurement for a BD FACSCalibur from BD Biosciences, 2350 Qume Drive, San Jose, CA 95131. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. One of the MB?s research programs is to develop novel therapies for the treatment of lymphomas and HTLV-1 associated diseases. These therapies include diagnostic microarray analyses and clinical treatments using monoclonal antibodies that are monitored by the FDA and managed under investigator sponsored IND?s. Many of their clinical and basic research programs involve direct characterization of in vivo mononuclear cell populations by phenotypic analysis via flow cytometry. The MB?s current Becton Dickinson Flow Cytometer frequently breaks down and is no longer supported by Becton Dickinson. Due to the Metabolism Branch?s on-going research projects including clinical treatment protocols currently underway they must purchase their new flow cytometer with 4 color/ 6 parameter dual laser capability from BD Biosciences. The system includes an enclosed sample application as a safety requirement when handling retroviral (HTLV-1) cells. BD Biosciences is the only company that can provide the required flow cytometric analysis system necessary due to this specific machine being required in the MB?s current ongoing FDA approved patient studies involving clinical data which must be evaluated and monitored by the same analytical equipment and data sets. The research projects are already established and can be transferred directly to the new system from the old with no loss of research time, or delays in clinical treatments. BD Biosciences is the only source known to the NCI researcher that can supply a Flow Cytometer that can support its on-going research as described above. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on September 9, 2005. Faxed and emailed capability statements are NOT authorized. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA).
