Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Manufacturing Engineering Laboratory, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Nikon Confocal Systems of Melville, NY, for a confocal scanner to be integrated into NIST?s existing microscope. NIST uses a Nikon Eclipse TE2000 microscope as the foundation for Optical Nanomanipulation Research. For nanoassembly and nanobiology studies, NIST requires increased resolution and the ability to take optical sections of 3D specimens?the two prime advantages that confocal scanners provide. Since the confocal scanner becomes an integral part of the microscope system, it must be optimized to match the microscope optics. Sole source determination is based on the following: (1) The Nikon Confocal System is the only system that can be retrofit onto an existing microscope, and that is optimized for the Nikon optics so that highest resolution can be obtained; (2) While Nikon Confocal Systems is the sole manufacturer of this system, they do have dealers for their microscope systems. However, for the confocal scanners, Nikon deals directly with customers due to issues of complexity and integration. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by September 7, 2005, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
