Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This procurement is being conducted in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. The Solicitation number is SB1341-05-Q-0994. The North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This procurement is being conducted as a total small business set-aside. THE THREE (3) CONTRACT LINE ITEMS FOR THIS RFQ, AND MINIMUM REQUIREMENTS FOR THEM, ARE AS FOLLOWS: ITEM NO. 0001, SYSTEM THAT MEETS OR EXCEEDS ALL MINIMUM SPECIFICATIONS BELOW; QUANTITY: 1; UNIT: EACH. MINIMUM SPECIFICATIONS FOR ITEM NO. 0001: Background The National Institute of Standards and Technology seeks a pilot/production type freeze dryer for the freeze drying of animal and plant tissues and fluids, soils and sediments, and other materials that are being prepared and developed into certified reference materials and control materials The freeze drier shall satisfy the following minimum requirements. Feeze dryer design ? The freeze dryer shall have open frame design configuration for easy access to components and to help in routine maintenance of the instrument. ? The freeze dryer shall be of stainless steel construction. ? Shelf construction shall be heavy duty to maintain flatness throughout the life of the system. ? The freeze dryer shall provide at least 28 square feet of shelf drying space. ? The freeze dryer shall have minimum shelf of spacing of no less than 2 inches. ? The freeze dryer shall have both bulk and vial processing capability. ? The freeze dryer shall have hydraulic stoppering capability for vial processing. ? Because of space limitations in the area where it is to be placed, the freeze dryer shall be no more than 7 ft in height and shall be configured so that the width shall be no more than 4 ft. Freeze dryer operations ? A clean, oil-free vacuum system shall be employed to eliminate hydrocarbons and oils. ? The freeze drier shall have the capability of dropping the temperature from 20 plus or minus 1 degree Celsius to negative 40 plus or minus 1 degree Celsius in less than 20 minutes. ? The shelf stack shall be capable of a temperature range of from negative 55 plus or minus 1 degree Celsius to 65 plus or minus 1 degree Celsius. ? The freeze drier shall have a condenser blank off temperature of negative 70 plus or minus 1 degree Celsius. ? The vacuum pump shall provide for a pump down of a clean dry system to 100 plus or minus 1 millitorr in less than 20 minutes. ? Condenser capacity shall be about 34 plus or minus 0.5 liters per 24 hours. ? Electric Supply Power shall be either 220V/3phase/50 Hz or 230V/3phase/60 Hz. ITEM NO. 0002, ACCEPTANCE TESTING OF ITEM NO. 0001: The NIST Contracting Officer's Technical Representative (COTR) will perform acceptance testing for all items as described in the order at The National Institute of Standards & Technology (NIST), Hollings Marine Laboratory, Charleston, SC, within seven (7) days of delivery of Item No. 0001 to that site. Exact date and time for this testing will be determined by the COTR. Acceptance for delivered items will not occur unless all acceptance criteria as listed below are met. Minimum Acceptance Criteria Inspection will occur on Government site, using standard industry procedures and FDA and cGMP requirements. Criterion of acceptable performance will be uniformity of moisture content based on standard SRM requirements for freeze-dried materials. ITEM NO. 0003: INSTALLATION, TRAINING AND DOCUMENTATION REQUIREMENTS ? If Item No. 0001 passes acceptance testing, then the Contractor will be required to provide the following: - Assist the Hollings Marine Laboratory (HML) building maintenance personnel and NIST operators with proper installation of the unit at the Government site (Hollings Marine Laboratory). NIST will ensure that all electrical services, water services, and other services for the unit are in place and are operational before installation begins; the Contractor shall provide a person on government site during the unpacking of the unit after its receipt at the HML, to inspect itfor damages, provide onsite advice in its placement in its final location and hook up to its services (electrical, water, etc.) for proper operation. - Provide 2 copies of machine documentation, including As built electrical and P&ID drawings showing complete refrigeration, all applicable manufacturers certificates and component cut sheets, electrical, and refrigeration drawing - Provide 2 copies of control system documentation, including operating instructions, databases, and manuals. - Check of unit for proper utility support, power, water, etc. - Provide the following training to 7 individuals maximum on site at the HML: (1) review in detail, spare parts lists and recommending spares, both short and long-term; (2) explain in detail operation and service requirements of all sub-systems of the unit; (3) explain in detail complete operation and support on all provided control systems; and (4) explain in detail routine and long-term maintenance procedures of the system. NIST will only accept Item No. 0001 and Item No. 0002 if Item No. 0001 meets or exceeds all specifications, as verified through acceptance testing procedures noted above, and Item No. 0003 will only be required if Item No. 0001 passes acceptance testing. The following provisions and clauses apply to this acquisition: 52.204-7; 52.212-1; 52.212-3; 52.212-4; 52.212-5, including subparagraphs: 52.203-6; 52.219-6; 52.219-8; 52.219-14; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-13; 52.232-30; and 52.232-33. QUOTATION SUBMISSION INSTRUCTIONS Offerors shall read FAR 52.212-1 and submit their quotation by email to Joseph.Widdup@nist.gov in accordance with paragraph (b) of that provision. Each quote shall include items (1) through (11) of FAR 52.212-1(b), TO INCLUDE PAST PERFORMANCE INFORMATION NOTED IN (10). SPECIFICATIONS MUST NOT INCLUDE ANY PRICING INFORMATION; PRICING MUST BE INCLUDED AS A SEPARATE DOCUMENT FROM ALL OTHER DOCUMENTS. Quotes must be received at Joseph.Widdup@nist.gov by 12:00p.m. Eastern Time on September 12, 2005. If any portion of the quotation cannot be transmitted by email, then it may be faxed to Joseph Widdup at fax (301) 975-8884. EVALUATION FACTORS FOR AWARD NIST intends to award a purchase order to the Offeror whose quote represents the best value to the Government, price and other factors considered. The Government will evaluate quotations based on the following factors: (1) Extent to which the offered system meets or exceeds the minimum specifications listed in this RFQ; (2) Past Performance Information; and (3) Evaluated Price. Factors (1) and (2) are equally important and, when combined, are significantly more important than Factor (3). NOTE: Payments for Item No. 0001 will be made either (a) pursuant to FAR clause 52.232-30, Installment Payments for Commercial Items (which is incorporated by reference in clause 52.212-5 and applies to this acquisition) or (b) after the system is delivered and thereafter accepted. Pricing for Item No. 0001 and Item No. 0002 shall be based on this policy. QUESTIONS REGARDING RFQ All potential Offerors that wish to ask questions shall submit them in writing to joseph.widdup@nist.gov by Friday, September 2, 2005. NIST will provide written responses to all questions received by that date via an amendment to the solicitation by September 7, 2005. NIST will not guarantee responses to questions received after September 2.
