Description
The National Coalition for Advanced Manufacturing (NACFAM) has positioned itself at the center of advanced manufacturing activity. This unique position allows them to perform rigorous policy research with special expertise in manufacturing, research and technology development, skills standards and workforce development. NACFAM?s long-standing relationships with the manufacturing community has given them the ability to move in this industry with ease and to obtain and develop information in an expedient and cost effective manner. NACFAM?s ability to deliver cost effective information is paramount when considering the legwork and associated costs other vendors may encounter when gathering the same information. Furthermore, NACFAM?s established relationship with NIST, through NIST?s membership for the development of these industry relationships, have established a strategic link between manufacturing businesses, NIST and NACFAM. Contracting directly with NACFAM will produce the required study results that will be widely disseminated, and respected by key leaders in government, industry, and academia. The anticipated period of performance will be one year with four option years. It is our opinion that competing this requirement and awarding to other than NACFAM will result in a duplication of effort. Any possible savings from competition would be offset by the duplication of effort, learning curve and risk of delay. Interested persons may identify their interest no later than September 12, 2005. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
