AREA OF CONSIDERATION: Open to all U.S. Citizens POSITION DESCRIPTION Background The Evaluation and Planning Team (EPT) is part of the Disaster Response and Mitigation (DRM) Division of the Office of U.S. Foreign Disaster Assistance (OFDA). The EPT is charged with improving the effectiveness of OFDA programming by strengthening OFDA's capacity to plan, monitor, and evaluate. This position is in a fast-paced office with frequently changing priorities. Staff performs a variety of duties and must possess the ability to multi-task and move quickly from one task to another. Good organizational skills, attention to detail, and understanding systems, databases and authorities are required. Introduction The OFDA is the office within the U.S. Agency for International Development (USAID) that is responsible for providing non-food humanitarian assistance in response to international crises and disasters. OFDA is part of the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA). OFDA is organized into three divisions under the management of the Office of the Director. The DRM Division is responsible for coordinating with other organizations for the provision of relief supplies and humanitarian assistance. OFDA/DRM also devises, coordinates and implements program strategies for a variety of natural and human-caused disaster situations. OFDA/DRM hires sector specialists to provide technical expertise in assessing the quality of disaster response. The Operations (OFDA/OPS) Division develops and manages logistical, operational and technical support for disaster responses and administrative support to all offices and operations. OFDA/OPS maintains readiness to respond to emergencies through several mechanisms, including Search and Rescue (SAR) Teams, Disaster Assistance Response Teams (DARTs) and Washington-based Response Management Teams (RMTs). The Program Support (OFDA/PS) Division provides programmatic and administrative support including budget/financial services, procurement planning, contracts and grants administration and communication support for OFDA's Washington and field offices. The Program Information Coordinator will be a member of the Evaluation and Planning Team (EPT) within the OFDA/DRM Division. OBJECTIVE OFDA requires a Program Information Coordinator to coordinate OFDA project monitoring and evaluation efforts, analyze program effectiveness, share programmatic information with other offices, coordinate the production of the Annual Report to Congress, and serve as a coordinating member of the OFDA Grants Working Group. STATEMENT OF WORK Coordinate OFDA Project Monitoring Efforts * Serves as the OFDA technical expert in charge of program monitoring activities. * Works with the various divisions within OFDA to better determine internal programmatic information needs for grant management and reporting purposes. * Serves as the EPT's liaison with the team managing Abacus (OFDA's oracle-based information management system), proposing additions and refinements and ensuring programmatic data integrity. * Independently develops and disseminates guidance and tools for use in program monitoring. * Designs and provides training to OFDA staff (both headquarters and field staff) on appropriate monitoring practices. Serve on the OFDA Grants Working Group * Serves in a leadership role on the OFDA Grants Working Group. This includes leading teams to develop OFDA policy for grants and cooperative agreements, and also proposing revisions to the OFDA Grant Guidelines handbook as appropriate. * Keeps OFDA Senior Management informed of any grant-related issues requiring their attention. Share Programmatic Information with Other Offices * In collaboration with the OFDA Geographic Information Unit (GIU) and Information Support Unit (ISU), works closely with other USAID, U.S. Government, and nongovernmental offices, particularly the State Department's Humanitarian Information Unit and Bureau of Population, Refugees and Migration, to determine disaster information needs and obtain and share programmatic disaster information as appropriate. Coordinate Production of the OFDA Annual Report * Coordinates the production of the USAID-mandated Annual Report. * Works closely with the USAID Bureau for Policy and Program Coordination (PPC) and Office of Program, Policy, and Management (DCHA/PPM) to define OFDA reporting requirements for the Annual Report. * Under the supervision of the EPT Team Leader, the incumbent exercises independent judgment in coordinating the drafting of required sections, collecting success stories, incorporating financial data provided from the OFDA Program Support Division, and generally determining which material to include in OFDA's Annual Report submission. Analyze Program Effectiveness * Serves as OFDA's primary technical expert in assessing program effectiveness. * Analyzes select grant reports and identifies areas of concern to regional and country team members and to the EPT. * Independently conducts formal or informal reviews to assess program accomplishments. Analyzes program processes and impact, and makes recommendations for effective changes. * Works with OFDA regional and technical teams to standardize humanitarian assistance indicators and to use appropriate indicators in reporting. Provide Support in EPT Areas of Focus * Provides support and coverage for other EPT team issues as necessary, including strategic planning, contingency planning, monitoring, evaluation, academic liaison, and geographic information management. * Represents OFDA and EPT at meetings, and in the drafting of documents and undertaking of original research. Other Responsibilities * Backstops other DRM staff when necessary. * Serves as a member of Washington-based Response Management Teams (RMTs), which provide services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters. The duties on RMTs will be varied. * May serve on DARTs as required. Duties on DARTs will be varied, and will depend on the context, nature, and scale of disaster to which the DART is deployed. * Serves as the OFDA Duty Officer twice each year for periods of 1 week. As Duty Officer, the incumbent will be on call 24 hours a day to receive notifications of international disasters. SUPERVISORY RELATIONSHIP The Program Information Coordinator will report directly to the Evaluation and Planning Team Leader or his/her designee. SUPERVISORY CONTROLS The incumbent is expected to take initiative and act independently. The supervisor will provide administrative direction in terms of broadly defined goals and objectives. The incumbent will work with the supervisor to develop deadlines, projects, and work to be done. BASIC REQUIREMENTS: (Determines basic eligibility for the position. Candidates who do not meet all of the basic qualifications and selective factors are considered NOT qualified for the position.) * Bachelor's degree with significant study in a pertinent field, (including but not limited to international development, international business, etc.), and eight (8) years of relevant professional experience in humanitarian assistance, including on-the-ground field experience in needs assessment, analysis, emergency relief program operations or post-emergency rehabilitation; OR * Master's degree with significant study in a pertinent field, (including but not limited to international development, international business, etc.), and five (5) years of relevant professional experience in humanitarian assistance, including on-the-ground field experience in needs assessment, analysis, emergency relief program operations or post-emergency rehabilitation; AND * Basic computer skills in Microsoft Office applications; * Proven skill in oral and written communication through the preparation and presentation of analyses, reports and official documents, field assessments, data collection and program evaluations; * U.S. Citizen; * Complete and hand-signed federal form OF-612; * Supplemental document specifically addressing the Quality Ranking Factors (QRFs); * Ability to obtain a Secret level security clearance; QUALITY RANKING FACTORS (QRFs): (Used with interview performance and reference check results to determine the ranking of qualified candidates in comparison to other applicants. The factors are listed in order of importance from highest to least.) QRF #1: Demonstrated technical expertise and experience in establishing and implementing performance monitoring and evaluation indicators and systems for international humanitarian relief grant activities. Relevant experience from donor agency preferred; QRF #2: Demonstrated knowledge and understanding of USG international disaster relief programs, culture and management objectives and demonstrated ability to collect and distribute disaster and other information to implementing partners and relevant agencies; QRF #3: Demonstrated technical experience providing guidance and establishing and/or refining systems to track office-wide performance. Experience preparing documentation, maintaining tracking systems to monitor performance and impact, and/or maintaining a database (i.e., Abacus, Management Information Tracking System (MITS), etc.); QRF #4: Demonstrated experience participating in on-the-ground disaster response effort with relevant organizations involved in disaster response/preparedness/mitigation and humanitarian assistance, including U.S. Government agencies (e.g., USAID and State Department), international organizations, non-governmental organizations and United Nations (UN) agencies. Experience to include conducting needs assessments and analyses preferred; QRF #5: Knowledge of and experience in dealing with foreign governments, other USG agencies including the State Department, Department of Defense, USAID Regional Missions, as well as other US organizations and international organizations involved in humanitarian response. BASIS OF RATING: Applicants who meet the Basic Requirements and Selective Factors will be further evaluated based on the Quality Ranking Factors (QRFs), interview performance, and satisfactory academic and professional reference checks.
