Description
1.0 STATEMENT OF WORK 1.1 Introduction This statement of work outlines the required services from the Contractor to provide patrol-explosive detector dogs (PEDD) for security of Iraqi Tier 1 officials and their personnel security detachments within Iraq. 1.2 Background Coalition forces provide protection to Iraqi Tier 1 principals, their immediate family members, and members of their Protective Services Details (PSD) from the risk of explosives. Numerous explosives have been placed on highways, roads and routes injuring and killing thousands of Iraqis. The need for PEDD resources is essential to provide a safe and secure environment for the Iraqi Tier 1 principals and their staffs. Requirements such as checking for explosives in buildings, facilities, and grounds, checking perimeters, patrols and point security, and supporting access control operations at buildings, checkpoints, and other areas. 1.3 Purpose This Statement of Work (SOW) describes those activities needed for ?the Contractor? to safely and effectively provide twelve (12) PEDDs and handlers trained and equipped to detect explosives and patrol to standards IAW AR 190-12, Military Working Dogs, 30 Sep 93, DA Pamphlet 190-12, Military Working Dog Program, 30 Sep 93, and Army Field Manual 3-19.17, Military Working Dogs, Jul 05. The Contractor will also provide personnel for supervising kennel operations and interpreters as required to conduct simultaneous operations in support of five (5) Tier 1 principals, their immediate families, and their PSDs. 1.3.1 Scope The following constitute aspects of the Contractor?s activities for providing the aforementioned services that are unique by virtue of their association with this contract during the period of performance of this SOW. a. Provide twelve (12) PEDDs with handlers capable of performing patrol and explosive detection tasks that are trained in accordance with standards outlined in Chapter 3 of AR 190-12, dated 30 September 1993. b. Provide interpreters as necessary to ensure effective communications between PEDD teams, the local residents, and government/military authorities. c. Provide six (6) four-by-four type passenger vehicles for transporting PEDD teams to ensure they can get to any mission during inclement weather or on rough terrain. d. Provide twelve (12) portable dog kennels with the ability to support PEDD during missions; the Government will provide temporary (expeditionary) kennel facilities sufficient to maintain twelve (12) working dogs within 30 days of the arrival of the dog teams to the AOR. e. Provide a copy of all trip reports and any relevant photographs prepared on official travel. Report format: The Contractor?s efforts shall culminate in the production, delivery to acceptance by the cognizant Administrative Contracting Officer (ACO) of a report containing full discussion of all relevant aspects of the travel as well as recommendations in two paper copies and electronically submit digital photographs in JPEG format within ten (10) business days after completion of the travel. f. On a reimbursable basis the Government will provide each team with sufficient life support in the form of billeting, emergency medical/dental services, meals for employees on contract, water and veterinary services, host nation sponsorship (Iraq) and protections extended to the Force; as well as all equipment, supplies and services other than those detailed in the cost proposal. This level of support will be equal to and not exceed that provided to the US Military located in the operational location and is subject to military operational capabilities and requirements. g. The Contractor will provide dog food for the PEDD. 1.3.2 Administrative Instructions a. The period of performance is 1 October 2005 ? 30 September 2006. b. A Mobilization period of a maximum of 7 days may precede the initiation of PEDD operations. Rapid setup and attainment of operational capability within 7 days notice is imperative. 1.4 Applicable Documents a. Army Regulation 190-12, Military Working Dogs, 30 Sep 1993. b. Department of the Army Pamphlet 190-12, Military Working Dog Program, 30 Sep 93. c. Army Field Manual 3-19.17, Military Working Dogs, Jul 05 1.5 Requirements 1.5.1 General The Contractor shall take direction from the Personnel Security Coordination Cell (PSCC) tasked with security coordination for the Iraqi Tier 1 principals. The PEDDs will take direction from the Agent In-Charge of the PSD for the Iraqi Tier 1 Principal. 1.5.2 Contractor Qualifications The Contractor will provide resumes of all proposed international management/field supervisory personnel when submitting price quotations to the Contracting Officer. Of particular interest to the requiring agency are credentials of all contract personnel. These personnel must have considerable experience with PEDD operations and the ability to effectively coordinate with PSD personnel on the ground. Handlers must: a. Have at least three year?s PEDD experience. b. Attain a minimum of 18 years of age. c. Fulfill all qualifications per AR 190-12. 1.5.3 Management 1.5.3.1 Field Management The Contractor shall provide field supervisory personnel to perform planning, organization, staffing, direction, and control to successfully accomplish the scope of works described in this SOW. The field supervisory shall provide the following consolidated reports: a. Program status: Monthly b. Invoice Report: Monthly Contractor shall participate in electronic data interchange and provide program information through electronic media as much as practical. Formats used shall include, but are not limited to: Microsoft Office? (Word, Excel, PowerPoint, Visio, and Project), Adobe Acrobat PDF, and JPEG. 1.5.3.2 Risk Management Contractor shall manage the technical risk to reduce or eliminate problems. The contractor shall proactively and continuously assess and mitigate the risks in order to minimize/reduce program risks. 1.5.4 Travel All in-country travel necessary between bases to support this contract will be provided by the Government. The Contractor will be responsible for transportation of equipment, military working dogs, personnel and supplies from home station to Baghdad, Iraq as determined by the Government. 1.5.5 Insurance The Contractor shall ensure that all contract personnel used to execute services under this contract are adequately covered by insurance deemed appropriate by the Contracting Officer. Contractor insurance coverage will comply with this provisions issued by the controlling legal authority in Baghdad against any service-related illness, injuries, death or disability. The Contractor shall submit proof of such insurance to the Contracting Officer before commencing any training, clearance, and verification operation under this contract. 1.5.6 Government Furnished Materiel/Support a. Badges and access to all work sites for the Contractor employees and subcontractors, i.e., Letter of Contractor Identification, MNFI Theater Wide Access Badges. b. Security for work force and work parties when performing the tasks listed in the SOW. 1.5.7 Government Furnished Services a. Fuel for leased vehicles and equipment (other maintenance/support is covered as part of the SOW). b. Potable/Bottled Water e. Garbage removal and disposal/Sewage Disposal (sewage removal from kennels compound). 1.5.8 Equipment The Contractor shall provide adequate protective clothing for its staff when performing duties under the terms of the contract. 1.5.9 Communications The Contractor shall: a. Ensure reliable communications between the PSCC, PSD teams, US military headquarters and field teams for operational entities as required by the Agent In-Charge on site. b. Ensure the existence of an adequate means for making rapid contact with local military medical treatment facilities in case of an accident. 1.5.10 Accident Investigation In the event of an accident during contract execution, the Contractor shall fully cooperate with any safety or other investigation set up to investigate the circumstances of the accident and shall abide by its findings and recommendations. 1.5.11 Facilities/Accommodations The Contractor will prepare to conduct operations in a very austere environment with limited quality of life. The Government will provide life support equivalent to that provided for its personnel. The Government will also provide office space; however, the Contractor will be responsible for providing, refurbishing, and equipping any additional facilities. This will include, but is not limited to furnishing office space, telephone/fax and copying services, field and hard billeting and messing accommodations and other appropriate workspaces for other supplies and equipment above and beyond that provided by the Government. 1.5.12 Work Schedule Work schedules must correspond with mission requirements. Early mornings, evenings, and weekend work is necessary. A normal workweek generally consists of 78 hours, with personnel working 12 hour days, 6.5 days a week as coordinated by the military representative at the site. This equates to personnel working 13 out of every 14 days. Contract will be awarded on a Best Value basis. Contracts must submit three references with their proposal.
