- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; prop osals are being requested and a separate written solicitation will not be issued. (ii) This Request for Quotation (RFQ) number is WC1SH3233E022. (iii) This RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2001-21. The applicable NAICS is 519120; (v) This RFQ contains three line items. Requirements and specifications are: Solution to include the collections of both the Ft. Richardson and Ft. Wainwright post libraries. The data supplied by both libraries will also include bibliographic records for the education collections as well. Ft. Richardson and Ft. Wainwright wil l deliver MARC bibliographic records to the selected system for import into the solution. We will need database setup, profiling (creating policies, collection codes, staff accounts, indexes, etc), Web-based training, and licensing for the system, as well as the annual hosting of the solution. Offer should be offered as an annual subscription contract, so the quote should include the subscription fee for the first year. We will need ten access points or licenses. The succesful solution will need to include a Web Online Public Access Catalogue or OPAC which the customers of the Ft. Richardson and Ft. Wainwright libraries will use to search the combined collections. This Web OPAC will be accessed through standard Web Browsers (Internet Explorer, Netscape, etc) utilizing a fixed URL. Customers will access the Web OPAC from workstations made available in the library, from office desktops, and from home computers. The staffs at both libraries will use a Citrix Terminal Services client installed on their desktop to remotely access the successful offerors Client. The successful offerors Client will provide staff members at both libraries with Circulation Functions, Patron File, Cataloging Functions, Authority Control, Inventory, and System Administration. (vii) Delivery location, Acceptance will be Government FOB destination: Fort Richardson, Alaska and Fort Wainwright Alaska 99505. (viii) The provision at FAR 52.212-1, Instructions to Offerors Commercial (JAN 2004), applies to this acquisition (ix), Offers will be evaluated using the following evaluation factors technically acceptable, price, delivery time and past performance. The contract will be awarded to the offeror that provides the best value to the government.
