Description
Contracting Office Address: Department of Agriculture, Forest Service, R-5 Sierra Cascade Acquisition Province, Lassen National Forest, 2550 Riverside Drive, Susanville, CA 96130 Description: Types of services will primarily include cadastral surveys, boundary surveys, and geodetic surveys, and may incidentally include ground control for aerial mapping, horizontal and/or vertical control, establishing or reestablishing permanent data collection reference points, delineation of research plots, office computations and drafting services. Contractor must adhere to “USDA FOREST SERVICE STANDARD SPECIFICATIONS AND EXHIBITS FOR CADASTRAL SURVEYS”. The Forest Service anticipates multiple awards of Indefinite Delivery, Indefinite Quantity contracts with a base year and options to extend the contract for four additional one-year periods. There is no minimum guarantee. The maximum total amount for each contract awarded under this solicitation shall not exceed $750,000 per year, except as may be provided by formal modification to the contract. This contract arrangement is unique. The Government’s consideration is that only those firms awarded contracts under this solicitation will be allowed (not required) to submit quotes on all work offered, Only firms with Registered Professional Surveyor(s) licensed in the state where the work is located will be considered. A registered Professional Land Surveyor licensed in the appropriate state must be assigned to each task order. Firms qualified and interested in providing professional surveying services of the type listed above are hereby invited to submit Standard Form 330, Architect-Engineer and Related Services Questionnaire. Firms shall indicate the Forests where they are willing to perform the survey work. Firms responding to this announcement on or before the closing date will be considered for selection, specialized technical expertise of other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation of individual task orders. Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualification necessary for the satisfactory performance of the type of professional services required, that include: (1) professional qualifications necessary for satisfactory performance of required services; (2) specialized experience and technical competence in the type of work required; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to quality of work, and compliance with performance schedules; (5) geographic location and knowledge of the locality of the project, provided that application of the criterion leave an appropriate number of qualified firms, given the nature and size of the project. In addition to the above, briefly address the following in narrative form: (1) Describe the procedures you have used to complete previous cadastral surveys. (2) Discuss the approach you have used on previous surveys to resolve problems resulting from conflicting evidence.
