Description
NOTICE TO NEGOTIATE: The United States Special Operations Command (USSOCOM) located at MacDill Air Force Base, Florida intends to contract directly with SeaLevel Systems, Inc, 155 Technology Place (PO Box 830), Liberty, South Carolina 29657. USSOCOM has a requirement for the Synchronous Serial Personal Computer Memory Card International Association (PCMCIA) 3612 card and radio interface cable developed by SeaLevel Systems, Inc. The 3612 card and cable are used to connect military laptops, personal digital assistants (PDAs), etc. to the AN/PSC-5D Multi-Band, Multi-Mission Radio (MBMMR). This information transfer requires a SeaLevel proprietary synchronous driver (permits normal commercial protocols and MILITARY-STANDARD ?frameless? transmissions) that interfaces with the 3612 hardware and PDA-184 (a Government developed software application compliant with MIL-STD-188-184). The 5 foot long cable (AWM E101344 style 20276 VW-1 Space Shuttle-D, SeaLevel part number CA253) uses an industry standard PCMCIA connector that mates to a model 3612 Synchronous Serial Interface card and a MIL connector- MS27467T15B35S which mates to the AN/PSC-5 MBMMR auxiliary multi-pin jack. A strain relief bracket (SeaLevel part number BKSR1) consisting of 2 stainless steel plates, covers and forms a semi-permanent assembly between the cable, the PCMCIA connector, and the end of the PCMCIA card. The card, cable and driver operate without the loss of bit count integrity at all rates supported by the radio. The radio interface to the card could be any of the following: RS-232, RS-422, RS-485, RS-530, RS-530A, V.35. The SeaLevel Systems, Inc 3612 Card, cable including MIL Connector and strain relief bracket, P/N: 3612-2099 and associated driver software (proprietary to SeaLevel) are the only known product that meets these requirements and are qualified by the Government to work with MIL-STD-188-184 software. No other products are known that could perform the above functions. The Sealevel card, cable and driver were exclusively used during Compliance and Certification testing of the PDA-184 software via dedicated SATCOM, DAMA SATCOM and LOS using SINCGARS, and Have Quick. This special notice is not a Request for Proposal and may constitute the only official notice of this action. SEE NUMBERED NOTE 22. ALL QUESTIONS AND COMMUNICATIONS MUST BE CONDUCTED VIA E-MAIL. TELEPHONE REQUESTS FOR INFORMATION AND QUESTIONS WILL NOT BE RESPONDED TO.
