Description
NAICS Code: 541620 In accordance with FAR subpart 13.106(b), the U.S. Environmental Protection Agency (EPA) seeks to negotiate on a sole source basis to Miami University's Paper Science and Engineering Department, Oxford, OH, based on the circumstances outlined below that only one source is available. The requirement is to provide construction and testing services for the project titled, "Construction and Testing of Surface Corona Discharge-Catalytic Reactor for Oxidative Treatment of Waste Gas Emissions from the Pulp and Paper Industry". The EPA is interested in constructing and testing the application of a novel surface corona discharge ozone generator with a catalytic reactor for partial and deep oxidation of air pollutants form the emission streams of Kraft pulp and paper mills. The purpose of this requirement is to conduct pilot-scale field test on the treatment of both "synthetic" waste gas streams and actual waste gas streams from the pulping area of the Kraft mill. The nature of the acquisition requires a contractor that possesses the test systems that could allow for the generation and/or acquisition of typical Kraft pulp waste gases, characterization of those gas streams, and analysis of the desired treatment product. This is essential to test and assure that the advanced oxidation reactor to be developed is effective for the pulp and paper industry. The U.S. EPA-National Risk Management Research Lab in Cincinnati, OH is only aware of one source that is available for this project. This project requires a research and test facility that has the capabilities for pulp and material testing, has paper testing laboratories, a highly instrumented laboratory papermaking machine and other pilot scale pulp and paper production equipment, a pilot coater and lamination machine, a process control laboratory, a coating laboratory, and a chemical engineering laboratory. Miami University's Paper Science and Engineering Department is the only research group that is known to have the necessary equipment specificied, staff trained, experience, knowledge of the process and analytical capability to conduct full pulping and pollution related studies. The unique experience and capabilities that Miami University's Paper Science and Engineering Department possess are essential to the completion of this project. Interested parties, who feel that they possess the capabilities to perform the services described above, should provide a capabilities statement demonstrating their qualifications. A statement of work and any other applicable documents will be made available upon request. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by the EPA. Telephone request will not be honored. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
