Description
Fleet & Industrial Supply Center, Norfolk Naval Shipyard Maritime Industrial Branch, Hampton Roads Division proposes to solicit on a sole-source basis with Perma-Fix Environmental Services, Inc. for the brokerage, transportation, treatment of waste materials, and the transportation and disposal of residual wastes. The waste materials may have both a hazardous component (defined under the Resource Conservation and Recovery Act (RCRA) - Code of Federal Regulations (CFR) Title 40 Part 260 through 270) and a radioactive component (i.e. source, special nuclear, or by-product material subject to the Atomic Energy Act of 1954). In addition, some waste material may contain State-only wastes, asbestos, and/or Toxic Substances Control Act (TSCA) regulated polychlorinated biphenyls (PCBs). The waste materials to be transported, treated, and disposed will be generated at Bettis Atomic Power Laboratory, West Mifflin, PA. The contractor?s performance shall be in accordance with rules and regulations promulgated by, the Nuclear Regulatory Commission (NRC), the Environmental Protection Agency (EPA), the Department of Transportation (DOT), and all applicable State and Local requirements. The Contractor shall, at his own expense, comply with these rules and regulations for handling, transporting, storing, processing and disposing of radioactive waste materials and shall be liable and responsible to the extent allowed by applicable laws and regulations for non-compliance. The contractor will be required to: 1. Provide transportation of the waste materials from Bettis Atomic Power Laboratory, West Mifflin, PA to the treatment facility. 2. Provide shipment brokerage service, if necessitated by state regulations for receipt of the waste material at the treatment facility. 3. Treat the regulated constituents to meet Land Disposal Restriction (LDR) treatment standards identified in CFR Title 40 Part 268 Subpart D, applicable authorized State hazardous waste treatment standards, and the applicable disposal site Waste Acceptance Criteria. 4. Package and provide transportation for the resulting residual/waste products to designated licensed disposal facilities in accordance with Disposal Compact Restrictions. 5. Upon request, the Contractor will provide disposal of waste/residuals at a facility having a radioactive material license and Subtitle C authorization. 6. Disposition original shipping containers and packaging materials as radioactive waste to a licensed disposal facility if not reused for the disposal of the NNPP treatment residuals. 7. Provide documents and reports, which document the progress of the waste materials while in the possession of the Contractor until final disposal. These documents and reports will include transportation manifests, certificates of treatment, certificates of disposal/destruction, and monthly status reports. A firm-fixed price purchase order is anticipated. Requirement will be handled utilizing simplified acquisition procedures in accordance with FAR Part 13.5 Test Program for Certain Commercial Items. NAICS Code 562219 applies with a size standard of $10.5 Mil. Important Notice: DFAR 252.204-7004 REQUIRED CENTRAL REGISTRATION (CCR) applies. Lack of registration in the CCR database will make an offeror ineligible for award. Information regarding CCR may be found at www.ccr.gov. Issue date is tentatively set for 29 August 2005 with a closing date of 08 September 2005. Fax and/or phone requests are not authorized and will not be considered.
