Description
Naval Air Systems Command (NAVAIR) Orlando, TSD intends to issue a Firm Fixed Price (FFP) contract to Blackburn Controls Inc. on a sole source basis. This FFP contract will provide for a series of training applications to support the Extremely High Frequency (EHF) Follow On Terminal (FOT) and Submarine Communications Support System (SCSS) trainers. The effort will require the contractor to perform system design, software and hardware development, system integration, software training, application training, and software upgrades using ?Citect? software applications. Specifically, the contractor shall develop an EHF FOT voice communications capability by creating the required software; designing and constructing the hardware; and installing and testing the finished products. The contractor shall develop the software needed to interface the EHF FOT to the Common Submarine Radio Room (CSRR) Black Host computer. The contractor shall develop graphics to represent the tactical hardware and provide operational functionality for the base-band switch and the mini-DAMA. NAVAIR has determined that this effort requires ?Citect? software trained programmers with a minimum of three (3) years experience programming with ?Cicode? to produce both the graphical interfaces and the code required to simulate the radio room equipments addressed above. The vendor must have produced a minimum of five (5) simulation applications using ?Cicode? and must be a Certified Platinum Integrator or a Citect Authorized Distributor. Software documentation shall be provided to ensure continuing lifecycle support for trainer software. The vendor must be an Authorized Citect Training Provider and provide necessary training documentation and supporting products in order to provide the ?Advanced Citect? training course for NAVAIR-Orlando engineers. The work shall be performed at the NAVAIR Development Laboratory in Orlando, Florida. The period of performance is four (4) months after the contract award date. The estimated value of this contract is $100,000.00 This notice of intent is not a request for competitive proposals. After reviewing the above information, interested parties that believe they are technically capable of meeting all of these requirements, including the delivery schedule, may provide a technical capabilities statement with sufficient technical information to allow for an evaluation of the company?s ability to meet the Government?s requirements.
