Description
The Bureau of Reclamation, Lower Colorado Region, Boulder City, Nevada, intends to award on a sole source basis a purchase order to the University of Arizona. Pursuant to the Supreme Court Decrees of 1964 (Decree) in Arizona v. California, Reclamation acting as the water master for the Colorado River, on behalf of the Secretary of the Interior, is required to account for consumptive use of water from the mainstem of the Colorado River by diverter, point of diversion, and State. To fulfill this mandate, Reclamation has implemented and continues to improve upon the Lower Colorado River Accounting System (LCRAS). LCRAS is a method of accounting for water use along the Colorado River that directly calculates the ETos of each agricultural water user, and then performs a water balance in each of four reaches of the Colorado River using measurement or estimations of all inflows and outflows to the reach. A portion of the residual or resultant of the water balance is reapportioned to each diverter's ETos providing their calculated consumptive use. The method calculates the ETos of agricultural and riparian vegetation using remote sensing and GIS technology and reference ETos data from automated weather stations (AWS) operated by the California Irrigation Management Information System (CIMIS) and the Arizona Meteorological Network (AZMET). A standardized reference ETos is an important input parameter for LCRAS. The University of Arizona owns and operates the ASMET from which the ETos data Reclamation requires is collected and reported. No other vendor has access or permission to access these weather reporting stations, nor does the University of Arizona subcontract this effort. The University of Arizona, through its Arizona Meteorological Network (AZMET), and the Bureau of Reclamation (BOR) have been cooperating on projects that support the development and implementation of BOR's Lower Colorado River Accounting System (LCRAS) for the past seven years. At this time, it would be impractical and cost prohibitive for Reclamation to contract on the open market for both the installation and operation of a new system of automated weather stations when an existing system is available and fully functional. Consequently, the University of Arizona is the only viable source for this contracted effort. This procurement will be awarded using Simplified Acquisition Procedures.
