The North American Industry Classification System (NAICS) Code is 238290 and the size standard is $12 million in gross annual receipts averaged over the previous three 1-year accounting periods. The estimated price range of the work is $250,000 to $500,000. This project is set-aside for HUBZone small business concerns. The work to be performed under this solicitation consists of designing, furnishing and installing temporary carbon dioxide (CO2) supply for six generators in the Third Powerplant; removing the existing 24-ton low pressure CO2 storage unit containing R12 refrigerant; and designing, furnishing and installing a new low pressure CO2 storage unit with EPA approved refrigerant; and new pressure relief and isolating valves associated with the new system and upgrade modifications as necessary, including interfacing of the new installation to the existing power and controls. The Third Powerplant of the Grand Coulee Dam is located in Okanagan County, 90 miles west of Spokane, Washington. The solicitation will be available on CD-ROM in Adobe Acrobat format and will be available on or about September 5, 2005 (this is an estimated date). Visit the website to obtain further instructions about registering. If you don't provide your DUNS (Data Universal Numbering System) and TIN (Taxpayer Identification Number) on the electronic registration form, we will not send the solicitation to you. Telephone requests for the solicitation won't be accepted. There is no charge for the first copy of the CD and a charge of $15 for each additional copy requested. We reserve the right to issue the solicitation on paper if it becomes necessary. All responsible sources may submit an offer, which we will consider. A vendor must be registered in the Central Contractor Registration (CCR) www.ccr.gov/vendor.cfm, in order to receive contracts and purchase orders from most federal agencies, including the U.S. Bureau of Reclamation. CCR is a self-service database. Vendors register themselves and maintain their own information through the CCR web site. All responsible sources may submit an offer, which will be considered by this agency. See numbered note 27.
