Description
Note, a Sources Sought Notice was issued on 19-Aug-2005, Solicitation Number W912HZ-01-A-JTE1, for engineering services for the Director of Test and Evaluation, Deputy Director Air Warfare, Joint Test & Evaluation (JT&E) Program. This Sources Sought Notice, Solicitation Number W912HZ-01-A-JTE2 is intended to determine industry interest in the Joint Program Office (JPO) Support Services of the JT&E Program, as described below. Interested parties shall submit their interest, certified business size (e .g. Large Business, or Small Business) in accordance with NAICS Code 541611, and questions regarding this Sources Sought Notice, Solicitation Number W912HZ-01-A-JTE2 via email to: Jack.L.Peterson@mvk02.usace.army.mil. In order to provide efficient and eff ective responses to contractor questions, the VCCO requests that all contractor questions be submitted via the aforementioned email address, and not by telephone. Congress established the JT&E Program in 1972 after a Presidential Commission concluded that the Department of Defense (DoD) had no capability to conduct tests and evaluations in a joint environment. The Commission recommended that responsibility for joint testing be vested in the Office of the Secretary of Defense (OSD), which now exercises pro gram leadership and publishes guidance in the form of DoD Directive 5010.41, handbooks, policy letters, and memoranda of agreement. The objectives of the JT&E program are to: " Assess Service system inter-operability " Evaluate joint technical and operational concepts and recommend improvements " Validate testing methodologies that have joint Service applications " Improve modeling and simulation (M&S) validity with field exercise data " Increase joint mission capability using quantitative data for analysis " Provide feedback to the acquisition and joint operations communities The OSD sponsors the JT&E Program to conduct tests and evaluations and to provide information required by Congress, OSD, the Unified Commands, Services, and DoD components relative to joint operations. The JT&E Program is directed by the Deputy Director, Air Warfare, Office of the DOT&E. The responsibility for management of the program is vested in the JT&E Program Manager (JT&E PM). The JPO manages the entire JT&E Program, requiring engineering and analysis support in management and oversight functions. The JPO is responsible for the following: 1) program and task level engineering, 2) test, 3) analysis, 4) management, 5) training, 6) logistical, and 7) administrative support. This effort requires technical, engineering, administrative, and management support for conducting the Senior Advisory Council (SAC), Executive Steering Group, Technical Advisory Board (TAB), and Planning Committee (PC), as well as the execution of their functions, in the project review and approval process, their reviews of the o ngoing projects, new nominations, feasibility studies, and chartered joint tests. The JPO is responsible for providing direct engineering and analysis support to individual joint tests, quick reaction test and joint feasibility studies in order to quickly execute specified JPO policy, directives, and special interest projects, as well as to represent JPO interests at specified meetings sponsored by individual JT&E activities. Additionally, the JPO is responsible for providing infrastructure support to a o ne hundred and twenty person facility for the conduct of joint tests. This office is also required to augment existing contractor support during surge operations and/or key points during normal program development and execution. The JPO has the responsib ility for developing and/or delivering briefings, white papers, position papers, and issue papers, as required. The JPO requires logistics management support to include property management and inventory control. JPO requires resource management support, including preparation, maintenance, and archiving of documents, briefings, and products.
