- This is a combined synopsis/solicitation (W15P7T-05-R-B516) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only s olicitation and incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-05 dated 27 July 2005 and the Defense Federal Acquisition Regulation Supplement, 1998 edition, current to DCN 20050726. This solicitation is b eing issued as a Request for Proposal (RFP) for Hewlett Packard Continuity and Recovery Services. The NAICS Code is 541519 and this solicitation is not a set aside. The period of performance for this contract is a base year plus two option years (Septemb er 2005-2008). The proposed effort is for a performance-based, firm-fixed price contract for the following items: CLIN/SLIN 0001/0001AA: Total Annual Subscription Fee including Servers and Network Connectivity (base year), CLIN/SLIN 0002AA Hewlett Packard Continuity and Recovery Services (option year 1), CLIN/SLIN 0003AA Hewlett Packard Continuity and Recovery Services (option year 2), CLIN/SLIN 0004AA Contractor Manpower Reporting. The proposals will be evaluated on the following criteria in the order of importance: 1. Ability to recover in the case of disaster 2. Cost of providing this maintenance support. The performance of the contract will be rated based upon the reasonable availability of help desk personnel during normal business hours (EST) and a reasonable acknowledgement to trouble reports. Failure to provide these items 3 or more times per month on 3 consecutive months will be cause for termination of the contract. It is anticipated that this acquisition will be a sole source award to Hewlett Packard Company, 8000 Foothills Blvd. Roseville, CA 95747-6553 under the authority of 10 U.S.C. 2304( c)(1). Only One Responsible Source, as implemented by FAR 6.302-1(a)(1). The suggested vendor is the only source due to the Civilian Personnel Management System (CPMS) certification. Shipments are to be FOB Destination, to be delivered to SEC-BELVOIR, SEC ACQ TM (Diane Curtis), AMSEL-SE-IS-AD, STOP C-30 6000 6th Street, Suite S213A, Ft. Belvoir, VA 22060-5576 or electronically to diane.c.curtis@us.army.m il. Applicable to this solicitation is FAR 52.212-1, Instructions to Offerors-Commerical; FAR 52.212-4 Contract Terms and Conditions, Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (to be sent as a separate electronic attachment prior to award); FAR 52.227-01 Authorization and Consent; 52.227-02 Notice and Assistance Regarding Patent and Copyright Infringement; FAR 52.227-03 Patent Indemnity; FAR 52.227-06 Royalty Information; and FAR 52.227-09 Refund of Royalties. The Offeror is required to complete and submit a copy of the FAR provision 52.212-3, Offerors Representations and Certifications-Commercial Items, (to be sent as an electronic attachment prior to award). This awar d will be subject to the Contractor Manpower Requirements Army initiative, in which all labor hours for service contracts must be accounted for in the Contract Manpower Requirements System on a one-time basis at the end of the government fiscal year.
