Description
The Air Force Air Mobility Battlelab plans to demonstrate the military utility of using Night Vision Imaging System (NVIS) compatible and covert lighting on aerial refueling tanker aircraft. Battlelab intent is to demonstrate a covert capability that enables in-flight operations in an NVIS environment. Aircraft lighting should be capable of being visible only with the use of night vision devices. To explore this concept, the Battlelab seeks innovative, low cost, commercial or government off the shelf lighting technology that can be temporarily installed on a KC 135 Stratotanker to make its exterior and boom pod interior lighting NVIS friendly/compatible and undetectable to the unaided eye. The demonstration system must be capable of operating during all in-flight profiles and be compliant with Federal Aviation Administration (FAA) regulations. The exterior lighting must be NVIS friendly and covert so that it does not detract from safety or impede operations by degrading the vision of any aircrew members wearing NVGs during night air-to-air refueling, close wing formation, in-flight rendezvous, or other phases of in-flight operations. The lighting should be friendly/compatible with all AN/AVS-9 and AN/AVS-10 NVGs. The following exterior KC-135 lights require NVIS friendly capability for the demonstration: Wing Tip Navigation (NSN 6240-01-262-0148); Tail Cone Navigation (NSN 6240-00-044-6914); Upper and Lower Strobe (NSN 6620-01-358-9974); Underwing, Underbody, Multi Point Refueling System (MPRS) Outboard Nacelle & MPRS Horizontal Illumination (NSN 6240-00-132-5317); Pilot Director Indicator Letters (NSN 6240-00-155-7947); Pilot Director Indicator Background (NSN 6240-00-155-7848); Pilot Director Indicator Arrow Strips (NSN 6240-00-132-5328); Aerial Refueling Flood (NSN 6240-01-512-7021); Wing Scanning (NSN 6240-00-132-5328); Boom Nozzle (NSN 6240-00-155-7824); Boom Nozzle w/Time Compliance Technical Order 1422 (NSN 6240-00-451-1409); Boom Marker (NSN 624000-683-0723). The following boom operator interior lights must be NVIS compatible in accordance with MIL-STD-3009: Eye Brow Instrumentation (NSN 6240-14-200-2756); and MPRS Exterior Light Control Panel (NSN 6220-01-450-9535). Through this request for information (RFI), the Air Force is requesting information concerning mature technologies, which meet the requirements previously stated, to be used in a Battlelab concept demonstration. All possible offerors are strongly encouraged to submit information supporting this request.
