- Description
- The contractor shall furnish all personnel, vehicles, tools, supplies and equipment required to operate and maintain the Wastewater Treatment Plant (WWTP) at Shaw AFB, SC and the Wateree Recreation Area located in Kershaw County SC. Operations and maintenance shall be in accordance with South Carolina Department of Health and Environmental Control (DHEC), National Pollutant Discharge Elimination System (NPDES) Permit No SC0024970, the Clean Water Act, the Pollution Control Act, the plant?s operation and maintenance (O & M) manuals and all applicable federal, state and local laws, regulations, standards, and commercial practices as described in the statement of work. The North American Industry Classification System (NAICS) code for this procurement is 221320. The small business size standard is $5,000,000. The acquisition is a 100% set-aside for HUBzones. This will be a firm-fixed contract. Performance period is for one (1) year with four (4) option years. The successful offeror will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The solicitation will be posted at http://www.eps.gov. Offerors not already registered in the central contractor registration (CCR) database are highly encouraged to do so by calling 1-888-227-2423 or http://ccr.gov. No contract award will be made to an offeror until this requirement is met. To be considered responsive offerors must be registered in Online Representations and Certifications Application (OCRA) at www.bpn.gov before submitting a offer. The soliciation issue date will be on or about 1 Aug 05. No response to this presoliciation notice is necessary.
