Description

This announcement is for informational purposes only. The FBI intends to negotiate a sole-source procurement to SRA International, Inc for one NetOwl Extractor with license, support, and training. It must 1) Extract not only eneities but also links and events that involve these entities; 2) Dynamic recognition and classificaiton of concepts using linguistic context, e.g., "Bush" (person) vs. "bush" (plant); 3) Configurable architecture supporting multiple domains and languages; 4) Highly refined existing ontology that covers many critical domains such as Business, Finance, Homeland Security, Intelligence, Law Enforcement, Politics; 5) Customizable entity extraction behavior, e.g., the ability to create custom rules for a rule based extraction engine; 6) UTF8 support; 7) Multiple language configurations including English and Arabic; 8) Translates entities extracted from foreign languages to English; 9) Superior precision and recall; 10) Resolves aliases of extracted terms, identify them as referring to the same real world object, e.g., "FAA"=>"Federal Aviation Administration"; 11) Provides multi-thread support; 12) Supports XML input and output; 13) GUI for customization and output visualization; 14) Supports over 200 document types, e.g., PDF, MS Word; 15) Normalizes place name values as well as numeric and time expressions. A firm-fixed purchase order will be issued as a result of this announcement.
