Description
In accordance with Simplified Acquisition procedures, The National Cancer Institute (NCI), Applied Research Program (ARP), plans to procure on a sole source basis, for assay services regarding the Measurement of Serum Vitamin D (25(OH)D) for the Health, Eating, Activity, Lifestyle (HEAL) Study of Breast Cancer Prognosis with the Medical University of South Carolina, PO Box 24808, Charleston, SC 29425. The North American Industry Classification System code is 622110 and the business size standard is $29M. The supplies and services herein are being procured in accordance with the simplified acquisition procedures stated in FAR Part 13. The purpose of this project is to assay stored serum specimens for (25(OH)D), using radioimmununoassay in the laboratory of Dr. Bruce Hollis at the Medical University of South Carolina. Vitamin D is an essential nutrient for humans and has been primarily recognized for its important role in prevention of bone diseases, such as vitamin D-related rickets, osteomalacia and age-related fractures. The HEAL study provides an excellent structure to elucidate the biological mechanisms by which vitamin D may be associated (inversely) with breast cancer prognosis. Assays shall be performed on serum that was drawn at the twenty-four (24) month interview from eligible women making the proposed study very cost efficient. These women are currently part of the HEAL study where prior data and future data has been and will continue to be collected and processed. Dr. Hollis collaborates with the HEAL study investigators and is a leading expert in this technique. He has 30 years of experience in developing assays for vitamin D and its metabolites including developing the first vitamin D assay that received FDA approval. The complexity associated with performing these assays requires a high level of expertise. Other laboratories would not be able either to handle the large number of samples or to achieve the required quality of the analysis; hence, it would be detrimental to the progress of the project to outsource the analysis to another academic laboratory or commercial vendor. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT on September 12, 2005. It is the vendors? responsibility to call 301-402-4509 to insure all questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
