- THIS NOTICE IS FOR INFORMATION ONLY ? The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the Jacobs Institute of Women?s Health, 409 12th Street, SW, Washington, DC 20024-2188. The purpose of this procurement is to provide HRSA with copies of a special supplement to their Women?s Health Issues Journal that would address health care issues facing incarcerated women. In addition a presentation on topics covered in the special supplemental will be provided. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The Jacobs Institute of Women?s Health owns the sole rights to produce and distribute the Women?s Health Issues Journal. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
