Description
The Oak Ridge Office and the Y-12 Site Office is preparing to a release a single Request for Proposals (RFP) for paramilitary protective force operations which include the development and conduct of a training program at the Central Training Facility (CTF). Other security services include implementation of a Technical Surveillance Counter Measures (TSCM) Program, and technical advisory services as needed. The security services encompass the entire Oak Ridge Reservation which includes the following facilities: East Tennessee Technology Park (ETTP), Oak Ridge National Laboratory (ORNL), Federal Building Complex, Office of Scientific and Technical Information, Office of Secure Transportation??? s Maintenance Facility, American Museum of Science and Energy, other ORO facilities; Y-12; and the CTF. The services are required by federal law and DOE directives for the protection of special nuclear material and classified matter and must be provided in accordance with federal, state, and local statutes, DOE policies and directives. For services at Y-12 and the CTF, the contractor must also comply with NNSA policies and directives. There will only be one awardee as a result of this full and open competition, but with two (2) contracts being issued ??? one to support DOE-Oak Ridge Office and the other to support NNSA-Y12 Site office. The North American Industry Classification number for this effort is 561612. The resultant contracts will be Time and Material with a five-year term. The estimated value of both contracts combined is in excess of $500 million. Hard copy RFPs will not be mailed, the RFP will be released via the DOE Industry Interactive Procurement System (IIPS). The IIPS website is located at http://www.pr.doe.gov . The anticipated release date of the RFP is expected by September 13, 2005 and proposals will be due 45 days after the release date.
