DESCRIPTION: NSN(s): 4820-01-126-9459, VALVE ASSEMBLY, SHUTOFF, I/A/W WITH SOURCE CONTROLLED DRAWING 114PS409-1 OR ?3. THIS IS AN UNRESTRICTED ASCQUISTION. FULL AND OPEN COMPETITION APPLIES. TOTAL PR QUANITTY IS 72 EACH, WITH 50% OPTION(SEE CLAUSE I17D01). MATERIAL WILL BE SHIPPED TO NEW CUMBERLAND, PA. PLEASE SEE NOTE 26. THE SOLICITATION WIL.L BE AVAILABLE ON THE ISSUE DATE OF 14 SEP 05 AT HTTPS://WWW.DIBBS.BSM.DLA.MIL/. WHILE PRICE MAY BE A SIGNIFICANT FACTOR IN THE EVALUATION OF OFFERS, THE FIANL AWARD DECISION WILL BE BASED UPON A COMBINATION OF PRICE, DELIVERY, PAST PERFORMANCE AND OTHER EVALUATION FACTORS AS DESCRIBED IN THE SOLICITATION. DELIVERY REQUESTED IS 240 DAYS. FOB IS DESTINATION, INSPECTIONA AND ACCEPTANCE WILL BE ORIGIN. ALL RESPONSIBLE SOURCES MAY SUBMIT AN OFFER/QUOTE WHICH SHALL BE CONSIDERED. Notice to All Contractors: In a final rule contained in the Federal Acquisition Circular 01- 26 (Item I, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certifications electronically via the Business Partner Network. Offerors are encouraged to complete an Online Representations and Certifications Application (ORCA) as soon as possible since this requirement will be appearing in solicitations in the near future. The ORCA can be found at http://orca.bpn.gov. Until ORCA is fully implemented continue to comply with all government instructions and requirements in solicitations and contract awards." See Note(s): 9, 12 and 26. The solicitation will be available in FedBizOpps on its issue date of 14 Sep 2005. The Small Business size standard is 500 employees. Drawings/specifications will be available through the DIBBS solicitation link in the synopsis on the solicitation issue date. Proposed procurement contains a 50 % option for increased quantities. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1). Approved sources are: BOEING CO (77272) P/N 114PS409-1, BOEING CO 977272) P/N 114PS409-3, PARKER HANNIFIN (92003) P/N 2790477-102, H R TEXTRON (96124) P/N 787800-1. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
