- The USCG Pacific Area Commander anticipates awarding a firm fixed price requirements type contract to purchase provision of Tier I training for Senior Level Coast Guard Leadership in the Measure of Performance methodologies recently adopted by the Navy?s Executive Learning Officer for instruction in the Executive Business Course for Flag, SES, senior 0-6s and GS-15s at the Naval Post Graduate School on a sole source basis, consistent with FAR 6.302-1 to Executive Leadership Group (ELG). Interested vendors shall be familiar with the course of instruction at the Naval Post Graduate School and the recent initiatives within the Navy to develop MOP to measure the definition of success, restrictions, and risk of strategy implementation as well as current Navy reorganization initiatives to vertically and horizontally align efforts focusing on maximizing operational effectiveness of fleet assets. These methodologies shall train attendees in ensuring that cascading accountability of organizational units is tied to and aligned with desired organizational results through actual Coast Guard business case analysis while providing significant skill transfer from the trainer to the audience. Subject training will indoctrinate senior staff on methodology that ensures future organizational/infrastructure/cultural changes are results oriented and are geared toward attainment of strategic goals. All interested sources will be considered. Interested sources shall be afforded the opportunity to demonstrate they can meet the Government?s minimum requirements. Interested parties should contact the Contracting Officer no later than September 12, 2005, with information demonstrating their ability to meet the requirements stated above. The required delivery will be specified in the RFQ/solicitation. Packaging instructions will be specified in the RFQ/solicitation. The solicitation will be posted in www.fedbizoppos.gov for all interested parties to obtain. Once the solicitation is posted, the actual date for receipt of offers will be stated on the solicitation.
