- US Customs and Border Protection (CBP) intends to negotiate a commercial sole source contract (as prescribed in FAR 6.302-1) with D+B (formerly Dun and Bradstreet), 4350 N. Fairfax Drive, Ste 650, Arlington, VA 22203 for an enterprise license to their database as needed to support programs, investigations, and targeting initiatives within CBP. The data provided by D&B will include information on over 97 million active and inactive business in over 200 countries. This database will include, as it is available, the following information on each company: DUNS Number, Business Name, Tradestyle, Second Tradestyle, Physical Street Address, Second Street Address, Physical City, Physical State, Physical Zip, Country Name, State Name, County Name, SMSA Name, Mail Address, Mail Address 2, Mail City, Mail State, Mail Zip, Carrier Route Code, Continent Code, National Identification Number, State Code, City Code, County Code, SMSA Code, Filler, FIPS Country Code, FIPS Subdivision 1 Code, FIPS Subdivision 2 Code, FIPS MSA Code, Latitude, Longitude, Geocode Accuracy, Telephone, Country, Telephone Access Code, Cable-Telex Number, Fax Number, CEO Full Name, CEO First Name, CEO Middle Initial, CEO Last Name, CEO Suffix, CEO Prefix, CEO Title, CEO, MRC Code, CEO Gender Code, Sales Volume, Sales Volume Code. In addition to the database of business records, D&B will provide CBP with requested full text reports on domestic and international companies prepared by D&B personnel. These reports will include the Business Information Report (BIR), the Comprehensive Report, and the Federal Information Report (FIR). These reports include, but are not limited to, the following information: D-U-N-S? Number, legal business name, trade style names, physical address, telephone number, full upward global corporate linkage, predictive scores ? including, for U.S. companies, the Financial Stress, Commercial Credit, and PAYDEX Scores - public filings, line of business (SIC/NAICS), Business Verification, Decision Support, Delinquency Score, Enterprise Management, Financial Standing, Quick Check, and Vendor Management reports. D&B will also provide CBP with business matching software and software that will allow access to the database and transactional reports through an XML interface. This will be a one-year pilot program. The Government intends to solicit and negotiate directly with D+B. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via mail, facsimile, or email. Documents over 10 pages total will not be accepted by facsimile. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by September 1, 2005 at 3:00 pm EST, an award shall be made to D+B (Dun and Bradstreet).
