- This notice is being issued as a Request for Quotations (RFQ) for One (1) High Accuracy Multi-Sensor Measuring System with Optical, Tactile, and Laser Sensors. 1) All sensors must be useable in the same inspection routine and run in a single application. 2) A common datum structure must apply to all sensors. 3) All sensors must be mounted on a single Z-axis slide. 4) Zoom lenses must auto calibrate after each magnification change to ensure center position and magnification. *See RFQ for further specifications.* This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. See Note 1. This procurement is being conducted under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items. The following procedures apply to this procurement. The evaluation factors listed in this solicitation do not necessarily indicate their order of importance and subfactors, if any, may not be indicated. A competitive range determination may not be made. Award without discussions may be made. Negotiations may be held with one or more offerors but not necessarily with all offerors in the competitive range if one is established. Comparative evaluations of offers may be made. Offers will be evaluated inclusive of transportation charges from the shipping point of the supplier to the delivery destination. Award will be based upon an assessment of price and other factors. The award document may be a purchase order or a contract at the discretion of the Contracting Officer. Notifications to unsuccessful offerors shall be given only if requested. The provisions and clauses in the RFQ are those in effect through FAC 01-27. The NAICS Code and the small business size standard for this procurement are 333314 and 500 respectively. The offeror shall state in their offer their size status for this procurement. The DPAS rating for this procurement is DOC-09. Offers for the items(s) described above are due no later than 4:30p.m., September 3, 2005 to Yolanda Williams via email at Yolanda.A.Williams@nasa.gov, fax at 301-286-9159, or postal mail at NASA/GSFC, Mail Code 210.3, Greenbelt, MD 20771, and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Delivery to NASA/GSFC, BLDG. 5, GREENBELT ROAD, GREENBELT, MD 20771, is required within 14 weeks ARO. Delivery shall be FOB Destination. Offerors shall provide the information required by FAR 52.212-1 (JAN 2005), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.204-7, Central Contractor Registration (OCT 2003) is incorporated by reference. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JULY 2005), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.232-34. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
