Description

The General Services Administration, Pacific Rim Region (GSA), is requesting proposals from natural gas suppliers to provide core aggregation and noncore service for accounts in the Pacific Gas and Electric (PG&E) service territory, and core aggregation service for accounts in the Southern California Gas (SCG) service territory. These services may be offered and awarded separately, as described in the solicitation. Offers for alternative terms of service are requested, to include 6 months, 1 year, 3 years and 5 years. GSA will determine the most advantageous term of service for award when prices are received. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. The solicitation is attached. GSA intends to award a contract to the Offeror that offers the lowest price for each line item, with the term of service that GSA concludes is most advantageous, if such Offeror meets the solicitation's minimum technical requirements. Each line item may result in a separate award. Offerors are not required to submit offers for all line items or terms of service. Offeror qualifications are due no later than 5:00 PM PDST September 5, 2005, by fax to Mark Levi at 415.522.3311, mail to the address provided in the solicitation, or email Mark.Levi@gsa.gov. Price proposals must be submitted no later than 10:00 AM PDST September 12, 2005, by fax to Mark Levi at 415.522.3311 or to the address provided in the solicitation. Instructions are contained in section 19 of the solicitation. Price proposals must be valid for 2 hours. This procurement is a partial small-business set-aside. The line item for Southern California Gas service area core aggregation accounts is set aside for small business. The other line items are being procured on an unrestricted basis. The NAICS Code for this procurement is 221210 (small business size standard of 500 employees or fewer). Email questions to Mark.Levi@gsa.gov by 12 Noon PDST on September 1, 2005, to assure response (an effort will be made to answer questions after that time). Answers to substantive questions will be posted to Fedbizopps under this solicitation number.
