Description
In accordance with FAR subpart 13.106-1(b), the U.S. Environmental Protection Agency (EPA) seeks to award a contract on a Sole Source basis to mSPEC Inc. to provide a Refurbished Mobile Tandem Quadrupole Mass Spectrometer System for EPA?s Emergency Response Team (ERT). ERT will use the refurbished Mobile Tandem Quadrupole Mass Spectrometer for rapid response to terrorist events at different locations throughout the nation to access the site, and to advise the appropriate members of ERT. This technology is required to be stationed at strategic locations in the United States in mobile laboratories already purchased to house and transport the instrumentation. Over the past 17 years, the ERT has successfully used the first and second generation instrumentation of the Mobile Tandem Quadrupole Mass Spectrometer. The instrumentation has been used for measuring on-site and off-site migration of volatile organic compounds during pilot-scale and full-scale site operations. This equipment has also been used to determine emission rates of volatile organic compounds. Additionally, the first and second generation mobile tandem quadrupole mass spectrometers have successfully demonstrated their capabilities to monitor, at extremely low levels, chemical warfare agents, explosives, and drugs prepared in illegal, clandestine laboratories. These latter capabilities have become increasingly more of a part of the U.S. EPA?s mission in protecting human health and the environment. ERT has already purchased three (3) of these units: two (2) in 1998 and one (1) in 2003. The refurbished unit will be the same as the existing units previously purchased by the Government and will use the identical software necessary to be compatible with the existing equipment. Because this TAGA is no longer made by the original manufacturer, only the refurbished model will meet the needs of the Government. The specifications of the refurbished Mobile Tandem Quadrupole Mass Spectrometer System are as follows: MDS-SCIEX/Applied Biosystems API 365 Triple Quadruple Mass Spectrometer. Description: Mass Range 30 - 300m/z; D16B Mechanical Roughing Pump and; D10E Mechanical Roughing Pump. Computer System: PowerMac 7300/180 and Viewsonic P7875. Optional Computer System: Analyst 1.4 upgrade hardware & software and Dell Computer System. Other Options: APCI; heated nebulizer; LPCI source with power supply; Harvard 552222 Pump 22 with RS232 interface; MKS Type 146 Measurement and control system; MKS Model 1479 Mass Flow controller 100sccm N2; MKS Model 1179 Mass Flow Controller 100sccm N2; MKS Ty558 Mass Flow Meter 100 sim N2; MKS Model 640 Pressure Controller VO = 10,000 sccm; cable to connect 1479 to 146; Ametek SAF Blower Motor and; four (4) ADC inputs for external signal monitoring. This notice of intent is NOT a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement by submitting documentation to the office identified above which establishes that their specifications meet the EPA?s requirement. Documentation must be received within seven (7) days after the date of publication of this synopsis to be considered by the EPA. A determination by EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
