- Modification 1: The solicitation for a Horsepower Upgrade to an Electric Dynamometer has now been posted to the website www.epa.gov/oam/cinn_cmd. The National Vehicle and Fuels Emissions Laboratory (NVFEL) of the Environmental Protection Agency (EPA) in Ann Arbor, Michigan seeks an experienced vendor to upgrade one of our existing Light Duty Vehicle (LDV) 48? single roll electric dynamometers, which were installed by Horiba Instruments in 1992-96. The vendor shall provide the two essential components of this retrofit - the physical hardware and software changes and the expertise to engineer, install, calibrate, and verify the complete system. The physical changes involve a new AC flux vectored power converter and drive to enable higher horsepower capability. The existing motor, load cell, rolls, and all mechanical components of the LDV-48? machine will be retained, but the upgraded system will require new calibration and parameter changes to adjust the response tuning after the electrical power upgrade. The subsystems shall be installed and integrated with the existing Horiba RTM-200 microcomputer and CDC 900 controller systems that control the performance of the dynamometer. Any parameter or software changes shall be completed by the vendor and the performance of the overall system shall be verified by an acceptance test procedure. The North American Industry Classification Code is 334513 with a small business size standard of 500 employees. A written solicitation, PR-CI-05-10719, is anticipated to be issued on Wednesday 5/04/05. It is anticipated the solicitation will be issued as a request for proposals (RFP). All responsible business sources may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. A site visit opportunity will be announced in the solicitation it will take place on a date to be determined at the installation site: US EPA, National Vehicle and Fuels Emissions Laboratory, 2565 Plymouth Road, Ann Arbor, Michigan 48105. The Agency intends for this event to constitute the sole site visit opportunity for prospective offerors. The Agency is under no obligation to make accommodations for those unable to attend the site visit event as scheduled. Additional specifications, and background information, will be made available along with the solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An offer must include the minimum requirements of the Performance Work Statement (PWS). In addition to price, the following factors will be used to evaluate the offeror?s technical proposal: responsiveness to the PWS, previous experience, schedule and delivery. Award will be made to the offor that represents the Best Value. Contract type will be firm fixed price.
