- J--The Department of Navy intends to issue an Invitation for Bids (IFB) under Solicitation N62472-04-R-8531 for Maintenance and Repair of Heating, Ventilation and Air Conditioning (HVAC) Equipment and Direct Digital Controls (DDC), at the Naval Complex, Newport, RI. The work includes providing all labor, management, supervision, tools, materials, incidental engineering, testing equipment, equipment, permits, licenses and transportation necessary to fully maintain HVAC systems, equipment, controls and related systems at Naval Station Newport (NAVSTA), Newport, RI. This is a combination Firm Fixed Price and Indefinite Quantity Contract with one base year and a provision for four option periods not to exceed a total of 60 months. Selection for award criteria is based on the following factors: Technical: 1. Relevant Past Performance/Corporate Experience. 2. Specialized Technical Experience, Expertise and Qualifications. 3. Safety Record. 4. Commitment to Small Business Concerns. Price. This acquisition will be issued as Small Business Set-Aside under NAICS Code 811310, Small business size standard is $6,000,000. The approximate solicitation release date is 01 September 2005. This procurement will be issued as a NAVFAC Electronic Facilities Support Contract with online ordering using DoD EMALL for the Indefinite Quantity items. Acceptance of Government Purchase Credit Cards is required along with the purchase of DoD EMALL Encrypted Software. Prospective bidders must register for this project on the NAVFAC Electronic Solicitation Internet web site, www.esol.navfac.navy.mil to receive notification of availability of solicitation documents. The Issue Date, Bid Opening Date, and Award date stated in this notice are approximate dates. An official Bidder's Mailing List will be maintained on-line and can be printed from the web site. The Bidder's List will not be faxed. Recording companies are also required to register. Notification of any changes to this solicitation (Amendments) shall be made only on the Internet. It is therefore the Contractor's responsibility to check the above listed address daily for any posted changes to solicitation's plans and specifications. Per the Debt Collection Improvement Act of 1996, the DOD Federal Acquisition Regulation Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised, for solicitations issued after May 31, 1998, failure to register in CCR may render a bidder ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing the web site www.ccr.gov or by referring to DFAR Subpart 204-73. Offerors should submit verification of their firm's registration in the CCR Database with their bid.
